Personnel Board met at 9:00 a.m.,
Civic Center -Delchamps Room ,
161 North Section Street, Alabama 36532, on Friday, 20 September, 2013
Present were:
Diane Thomas, Chairman
Members: Beeman Bond, Wayne Griffin, Judy Hale , and Pandora Heathcoe , City Human
Resource Director. Absent: Clark Stankoski and Kevin Boone , City Council Liaison.
The meeting was called to order at 9:00 a.m.
Minutes from the June 21 , 2013 were approved by a first motion set forth by Judy Hale and
second by Wayne Griffin.
Chairman Thomas gave a brief update on the membership of the committee and retirement of
member Beeman Bond in December. She requested that members submit their suggestions for
nominations of a new member to fill Mr. Bond's position and that an announcement be made at a
future Council Meeting that there will be a vacancy on the Personnel Board It was further
discussed that Beeman Bond should be recognized for his ten ( 10) years of service on the Board
at a Council meeting in December.
Ms. Thomas stated that she and Lorenzo Howard would be meeting soon with Jack Burrell , City
Council President, to discuss the role of the Personnel Board. They also want to discuss the
Compensation and Classification Study and the role of the HR department and the Council in
maintaining a functioning system.
Diane mentioned that the City Human Resource Department is again down to one person for an
HR to employee ratio of approximately 1 to 350. She asked if there would be a new HR
Coordinator hired anytime soon and Pandora Heathcoe responded that she did not know. Diane
and the Board also discussed the flow chart of the disciplinary process and how it should be
included in the newly revised employee Handbook.
Beeman Bond also expressed his thoughts on how important the Personnel Board is to the City
employees and allows the disciplinary process to be objective.
Pandora Heathcoe, Human Resources stated that she had met with Paul Myrick, City HR Legal
Counsel and Lisa Hanks , City Clerk to discuss the final revisions to the City handbook. She said
those changes would go before the Mayor for review and then on to the City Council to review
before approving it.
Pandora also expressed her concern for the increase in worker compensation claims and how the
Safety Committee, along with department heads , are working together to decrease the claims but
also raise awareness for safety.
Pandora discussed the need for further training for all the department heads concerning EEOC
and disciplinary processes ..
Wayne Griffin moved that the meeting be adjourned and Beeman Bond seconded the motion.
The next regularly scheduled Personnel Board meeting will be held Friday, October 25 , 2013 at
9 :00 AM in the Delchamps Room of City Hall.
There being no further business, the meeting was adjourned at 10:00 AM.
