STATE OF ALABAMA )( COUNTY OF BALDWIN )( The Equitable Use of Fairhope Recreation Facilities Study Group met at 5:00 p .m., City Hall , Delchamps Room, 161 North Section Street, Fairhope , Alabama 36532, on Wednesday , 30 June 2010. Present were: Rick Kingrea, Chairman Members: Lonnie Mixon, Mike Ford, Charlie Johnson , Charlie Langham , Cl yde Panneton , Jenny Douglass , Fran Hollinger, Paul Bednarowski , Greg McNally , Eddie Boyett, Tom Kuhl , Sherry Sullivan, and James Gillespie . Gregg Mims was absent. Lonnie Mixon called the meeting to order at 5:00 p.m. and explained the purpose of the study group which is to look at the equitable use of Fairhope Recreation facilities in regard to the citizens of the City of Fairhope , the Baldwin County School Board, and the residents of the Fairhope School Zone. The citizens of the City of Fairhope pay all the bills to buy , build , and maintain all of the recreation facilities. Residents of the Fairhope School Zone receive the same fee discount as City residents do for the Recreation Center and the Quail Creek Golf Course. The Baldwin County School system pay s nothing to the City of Fairhope to support these facilities , and thus has a free ride on the back of the residents of the City of Fairhope . Mr . Mixon distributed a map showing inside , outside , and the fee~er pattern for the schools in Fairhope. It is obvious that the residents of the City of Fairhope cannot continue to carry the full burden of this financial weight. This study group is charged with the responsibility to examine this problem and make recommendations on the best way to solve this problem. We need to pro vide some financial relief to the City of Fairhope while maintaining high quality recreation activities for students and adults. Mr . Mi xon then announced Rick Kingrea as the Chairman of the study group and asked everyone to introduce themselves to the group . Chairman Kingrea stated we need to maximize the facilities we have with the minimum costs . We need to equalize costs to who actually uses these facilities . Our recreation is second to none and we need to think outside the box . Equitable Use of Fairhope Recreation Facilities Study Group Wednesday , 30 June 2010 Page-2- Eddie Boyett mentioned several projects that Baldwin County helped the City with in regards to recreation: resurfacing parking lots ($10 ,000), baseball field projects ($20 ,000), sand purchases, use of schools for City purposes, field paint, etc. He also mentioned the baseball and soccer associations who helped with brand new press boxes and dugout. Volunteers built all five press boxes at Barnwell. Sand is purchased by the Youth Soccer when needed . Soccer goals are purchased every year which cost about $1,100 each. The Swim Club bought the clock/timer, lanyards (ropes) that go across pool, and tables and benches for outside. Chairman Kingrea commented more effort may exceed money. We want to be fair whether inside or outside the City limits. Are there ways to maximize our Recreation Facilities and/or ways to use our Recreation Department to make money to help with expenses? The following suggestions were given to possibly promote revenue: charge parking fees again; tournaments to promote the City (Sports Tourism) and an advertising budget; charge a higher fee for football tickets; increase pool rates; projects that need to be done and ask County to help ; sell pavers for placement at these facilities. Chairman Kingrea asked Eddie Boyett, Sherry Sullivan (Chairman), Charlie Langham , and Mike Ford to work on the Sports Tourism Group . Jenny Douglass (Chairman) and Charlie Langham were asked to work on the Parking Fee issue. Tom Kuhl and Eddie Boyett were asked to look into the pool rates . Lonnie Mixon and Tom Kuhl will work together on projects with possible help from the County. The next meeting for the Equitable Use of Fairhope Recreation Facilities Study Group was scheduled for July 21, 2010 at 5:00 p .m. in the Delchamps Room . There being no further business to come before the Equitable Use of Fairhope Recreation Facilities Study Group, the meeting was duly adjourned at 6:15 p.m. Rick Kingrea, Chairman Lisa A.
