COUNTY OF BALDWIN )(
The City Council met in a Public Participation/Work Session
at 5:00 p.m., Fairhope Municipal Complex Council Chamber,
161 North Section Street, Fairhope, Alabama 36532, on
Monday, 8 October 2012.
Present were Counci l President Lonnie L. Mixon, Councilmembers: Debbie
W. Quinn, Daniel Stankoski, Michael A. Ford, and Rick Kingrea, and City Clerk Lisa
A. Hanks . Mayor Timothy M. Kant and City Attorney Marion E. Wynne were
absent.
Council President Mixon called the meeting to order at 5:00 p.m.
The following topics were discussed:
• Mike Odom, The Fairhope Courier, addressed the City Council regarding the
following items :
1) Professional Services Committee and status of meetings; and requested
again that these meetings be open to the public; and
2) Thompson Engineering was questioned about contract for painting of
the water tower. Councilmember Quinn replied that they were awarded
the contract to be the engineer of record for this project; and
3) Status of Sewer Plant upgrades and whether or not the City will build a
plant on land east of town. Council President Mixon replied that
CH2MHILL gave recommendations to upgrade the Sewer Plant and at
this time a new plant is not an option; and
4) The Open Meetings Act from 2005 was brought up and the newly
elected officials. Counci l President Mixon stated that the City Clerk had
informed them of this act. City Clerk Lisa Hanks commented that they
were informed about the Open Meetings Act and we also sent them a
copy of the Act.
He thanked Mayor Kant for the adoption of the Public Records Policy and then
thanked the City Council for using the Open Meetings Act and for serving the City of
Fairhope.

• Tracy Wilhelm, citizen of Fairhope, addressed the City Council and mentioned
that he and his wife had been attending the City Council meetings. He thanked
the City Council for all of their work.
There being no further business to come before the City Council , the meeting
was duly adjourned at 5:10 p.m.
