HomeMy WebLinkAbout09-09-2019 City Council Meeting MinutesSTATE OF ALABAMA )( COUNTY OF BALDWIN )( The City Council, City of Fairhope, met in regular session at 6:00 p.m., Fairhope Municipal Complex Council Chamber, 161 North Section Street, Fairhope, Alabama 36532, on Monday. 9 September 2019. Present were Council President Jack Burrell, Councilmembers: Jay Robinson, Jimmy Conyers, Robert Brown, and Kevin Boone, Mayor Karin Wilson, City Attorney Marcus E. McDowell, and Revenue Manager Jennifer Olmstead. City Clerk Lisa A. Hanks was absent. There being a quorum present, Council President Burrell called the meeting to order at 6:12 p.m. The invocation was given by Councilmember Kevin Boone and the Pledge of Allegiance was recited. Councilmember Conyers moved to approve minutes of the 26 August 2019, regular meeting; minutes of the 26 August 2019, work session; minutes of the 26 August 2019, agenda meeting; and 04 September 2019, Special Budget work session. Seconded by Councilmember Robinson, motion passed unanimously by voice vote. Mayor Wilson addressed the City Couneil regarding new hours for the Museum for First Friday Art Walk and the Police Departments "Annual Week of Service", and the upcoming 32"'^ Coastal Clean-up on September 23, 2019. Mayor Wilson also requested agenda item number 9, Final Adoption of an Ordinance to establish Monthly Salary for the Mayor and Councilmembers; City of Fairhope Code of Ordinance (Section 2-21) and agenda item number 16, a resolution that the City Council desires to have and make available for public use additional Recreation Land and or other purposes, and the City council has searched for available lands and negotiated for the purchase of Recreational lands, and the City of Fairhope by way of the City Council hereby conditionally agrees to purchase approximately 114 acres of land located on the northwest comer of County Rd 13 and 32. Council hereby authorized Council President Jack Burrell to negotiate the terms and conditions of the fi nal purchase agreement contingent on, but not limited to a satisfactory Phase 1 Environmental Site Assessment. The amount of the purchase agreement shall be two million six hundred and fi fty thousand dollars ($2,650,000.00) for the purchase of the property located at 8875 County Rd 32, and the closing date shall be on or before November 15, 2019. Mayor Wilson provided her support for agenda item number 20, Site Plan Review and Approval, at the request of Larry Smith, PE with S.E. Civil Engineering, on behalf of 10 N. Section, LLC (Matt Bowers), for approval of 10 N. Section Street Boutique Hotel, a Multiple Occupancy Project (MOP) with 13 units - located at the northeast comer of the intersection of Fairhope Avenue and Section Street in the Central Business District of downtown Fairhope, consisting of 0.07 acres; and approved contingent upon conditions recommended by the Planning Commission and Staff.
