HomeMy WebLinkAbout08-21-2014 City Council Work Session MinutesSTATE OF ALABAMA )( COUNTY OF BALDWIN )( The City Council met in a Work Session at 4:30p.m., Del champs Room, 161 North Section Street, Fairhope, Alabama 36532, on Thursday, 21 August 2014. Present were Council President Jack Burrell, Councilmembers: Rich Mueller, Diana Brewer, and Kevin Boone (arrived at 4:36p.m.), Mayor Timothy M. Kant, City Attorney Marion E. Wynne, and City Clerk Lisa A. Hanks. Councilmember Michael A. Ford was absent. Council President Burrell called the meeting to order at 4:30p.m. The following topics were discussed: • Bob Riggs, Chairman of the Education Advisory Committee, addressed the City Council and presented a Power Point Presentation on Mission, Metrics, and Money. Kerry Flowers discussed the Mission segment of the presentation. Hill Robinson discussed the metrics segment; and Hank Burch discussed the money segment. (See attached a copy of the Power Point Presentation) The Education Advisory Committee is requesting $350,000.00 for the fiscal year ending 2015. Council President Burrell commented this was an excellent presentation. Mayor Kant said they should get input from the County officials and include a school board member. Mr. Riggs replied that Cecil Christenberry has been regularly attending their meetings. • The Woodlands Project was next on the agenda. Council President Burrell stated there was a grant application presented to NRCS; and the residents want to partner with the City of Fairhope. He said if we proceed, this would cost the City approximately $80,000.00 for its portion. Scott Hutchinson with Hutchinson, Moore & Rauch addressed the City Council and explained that the project was classified as an exigency project; and due to the time given for completion, the City requested that the project get put on the non-exigent site list. These projects are given 220 days to complete. He said there is a 50 foot drainage easement. Plantation Pines could be corrected; and during a big storm this is a textbook floodway. We could reduce the flow, but there is no ultimate solution in the Woodlands. Several properties were mentioned as part of the cause of the Woodlands situation. Dan McCrory, Water and Sewer Superintendent, addressed the City Council and said we must maintain our sewer lines. He said there is an eight foot sewer line that needs to be preserved. The City must protect its infrastructure. There is also a storm drain that has washed out.
Thursday, 21 August 2014 Page-2-Mr. Hutchinson explained the issue with the Wastewater Treatment Plant being moved from the exigent list to the non-exigent list. He stated NRCS marked the project exigent, the City hired Hutchinson, Moore & Rauch, bids were taken, and then we were given 10 days for completion. Then, a thirty-five year employee from NRCS saw rock that had been placed to shore up the UV Treatment Center and said the project was no longer classified as exigent. This was the only project in Baldwin County that could be completed in the 10 days. Mayor Kant said he has Congress calling for funding to push for these projects to be funded. He commented that Green Solutions will be funded first according to NRCS. • Bob Keyser and Erik Cortinas addressed the City Council regarding the W. C. Majors Concession Stand and the request for in-kind services from the City. They said this will be a 30'x30' building on a concrete slab. The consensus of the City Council was to help with the in-kind services and allow building on the City's property. This would be a joint project between the Fairhope Rotary Club, the Fairhope Pirate Booster Club, and the City. Council President Burrell mentioned the need for a press box and coach's box on the visitor side. He requested Councilmember Mueller to sketch a new box that would be approximately 30 feet wide. He said this would enhance the facility. There being no further business to come before the City Council, the meeting was duly adjourned at 5:35p.m. ~~4~~
