COUNTY OF BALDWIN )(
The City Council met in a Work Session at 4:30p.m.,
Delchamps Room, 161 North Section Street,
Fairhope, Alabama 36532, on Monday, 22 September 2014.
Present were Council President Jack Burrell, Councilmembers: Rich Mueller,
Diana Brewer, Michael A. Ford, and Kevin Boone, Mayor Timothy M. Kant, City
Attorney Marion E. Wynne, and City Clerk Lisa A. Hanks.
Council President Burrell called the meeting to order at 5:00 p.m.
The following topics were discussed:
• Mayor Kant explained the need to make changes to the Sales and Use Tax
Ordinances pertaining to allocation of funds and the accounts. He
suggested having a formula for raising the amount needed for the Sales
Tax Reserve Account due to the rise in costs of goods and inflation.
• Council President Burrell mentioned the Fairhope Airport Authority will
be reducing approximately $450,000.00 of their principal debt; part from
the FAA grant and the rest from selling parcel of land.
He said the Industrial Development Board meets this week and the Sister
Cities Committee meets tomorrow.
• Councilmember Brewer announced the Education Advisory Committee
has a special-called meeting next Tuesday. The Recreation Board met and
heard from the master swimmers; and the soccer fields being trimmed
down to 9 fields was discussed. She also mentioned the K -1 Committee
which is the Mayor's committee will soon be forming a 501(c)3.
• Councilmember Boone gave an update on the Personnel Board. He said
evaluations need to be completed; and they are looking at a more
simplistic evaluation form. They will also be reviewing the Compensation
Study and Pay Plan.
• Council President Burrell requested Councilmember Boone to call a
Harbor Board meeting to look at the funds collected from leases and slip
rentals; and to decide what to do with the Fish House that is an eye sore.
• Councilmember Mueller stated the City Council needs to look at the
ordinance for The Fairhope Environmental Advisory Board regarding the
time and day for the meetings. We also want further research for bacterial
issues further upstream; and need to look at gullies, streams, and Fly
Creek.

• Councilmember Ford said the Recycling Committee is going well. We
have new recycling bins next to our garbage bins at the ball park. He said
the Knoll Park Committee will be discussed tonight at the City Council
meeting.
• Jennifer Fidler, Public Works Director, addressed the City Council
regarding the construction going on at Manley Road. She mentioned
retention ponds being built on State property.
• Dan McCrory, Water & Sewer Superintendent, addressed the City Council
and gave an update on the Wastewater Treatment Plant. He said we are a
little over 60 percent on completion .

duly adjourned at 5:27p.m.
