COUNTY OF BALDWIN )(
The City Council met in a Work Session at 4:30p.m.,
Delchamps Room, 161 North Section Street,
Fairhope, Alabama 36532, on Monday, 24 August 2015.
Present were Council President Jack Burrell, Councilmembers: Diana Brewer, Rich
Mueller, Michael A. Ford, and Kevin Boone, Mayor Timothy M. Kant, City Attorney Marion
E. Wynne, and City Clerk Lisa A. Hanks.
Council President Burrell called the meeting to order at 4:30p.m.
The following topics were discussed:
• Sherry Sullivan, Community Affairs and Recreation Director, addressed the City
Council regarding the Film Ordinance and explained the proposed changes. Ms.
Sullivan requested the City Council to review and get back with her on any suggested
changes.
• The proposed ordinance to regulate handbills was discussed next. Mayor Kant
explained the need for this ordinance and that it had already been vetted by the City
of Mobile. Councilmembers Ford, Boone, and Brewer were against handbills and
agreed with the need for the ordinance.
• Councilmember Boone explained the proposed changes in the rate schedule for the
City's boat slips. General Superintendent James Gillespie stated he needs direction
for the new leases. City Attorney Wynne explained the liability of boat owners and
the need to protect the City from damages. Councilmember Brewer requested to
strike paragraph 17 and then adopt the new rates; and to revisit next year. Council
President Burrell stated we would need a motion to remove from the rules and
regulations before adopting.
• Margaret "Meg" Johnson addressed the City Council regarding the proposed
Franchise Agreement for Infant Self Rescue lessons which is a 6-week class which
teaches water safety for infants. She mentioned the need for citizen education on
classes and working with the City for a time slot at the pools. The Council
unanimously agreed of the idea and requested an ordinance for approval at the next
City Council meeting.
• Lt. Stephanie Hollinghead addressed the City Council regarding the consoles in
dispatch not working well. She asked them to reconsider getting two new consoles.
IT Director Jeff Montgomery stated the fiber is damaged and will soon need to be
replaced. The cost is around $140,000.00 plus annual maintenance for three new
consoles with the third console being a spare in case one goes down. Councilmember
Boone said he wanted a money back guarantee for the equipment. Council President
Burrell stated we would need a motion to add on to the agenda to purchase three
consoles with a caveat that we have a money back guarantee. Councilmember
Mueller commented we must have all components for safety reasons.

• Councilmember Brewer gave an update on the Education Advisory Committee
("EAC") and stated the final report for the study proposal will be sent to Dan Ames
and her for reviewing. The enrollment for Baldwin County is down this year, but
Fairhope Elementary had a 44 percent increase.
• Councilmember Ford gave a report the Recycling Committee and said single is going
well. Single stream recycling is being recommended and looking at purchasing
trucks and garbage cans. He also gave an update on the Recreation Board.
• Councilmember Boone gave an update on the Personnel Board and mentioned they
will be looking at the updated Compensation Study.
• Councilmember Mueller gave an update on the Fairhope Environmental Advisory
Board and the Historic Preservation Committee. Both are just working on
housekeeping issues at the moment.
• Council President Burrell gave an update on the Airport Authority and mentioned the
FAA Grant was approved and the possibility of two private jet hangers.
• Jonathan Smith, Planning Director, addressed the City Council and mentioned his
department was still working on the Urban Planning Ordinance for honey bees and
hens; and also mobile vending issues.
There being no further business to come before the City Council, the meeting was
duly adjourned at 5:55p.m.
