HomeMy WebLinkAbout08-10-2015 City Council Work Session MinutesSTATE OF ALABAMA )( COUNTY OF BALDWIN )( The City Council met in a Work Session at 4:30p.m., Delchamps Room, 161 North Section Street, Fairhope, Alabama 36532, on Monday, 10 August 2015. Present were Council President Jack Burrell, Councilmembers: Diana Brewer, Rich Mueller, Michael A. Ford, and Kevin Boone, Mayor Timothy M. Kant, City Attorney Marion E. Wynne, and City Clerk Lisa A. Hanks. Council President Burrell called the meeting to order at 4:30p.m. The following topics were discussed: • Jimmy Barter with CWS Group, Inc. addressed the City Council regarding a crime notification service. City Attorney Wynne questioned the contract and the company; and wanted to know if the bid process was followed. Mr. Barter stated the only fee is the upfront cost of $500.00 which is the startup fee. Lt. Hollinghead and Chief Petties are both in favor of the agreement. This should not cause more work for the department, but will help it. • Short-term rentals were discussed next and Council President Burrell said the Council has been getting requests for renting a room. Jonathan Smith, Planning Director, mentioned this would be a proposed variance for the Board of Adjustments. There was not a consensus of the Council regarding this issue. If ordinance is changed, then specific rules need to be in place. • Councilmember Brewer gave an update on the Education Advisory Committee ("EAC") and stated they were on track to come back with RFP for Council. • Councilmember Ford gave a report on the Recreation Board who discussed the Manley Road Soccer Complex and tennis courts. He said the Recycling Committee is going well. Sherry Sullivan said the State Soccer Director will be here to view the site. Mayor Kant stated he would be recommending single stream recycling and will begin with approximately 4,000 cans for the ones already recycling. Mayor Kant will also look at privatizing recycling pickup. • Councilmember Boone mentioned the Harbor Board and new officers were elected; and they discussed ideas for dredging the channel. Mayor Kant commented that the laws have changed including worker's compensation for employees who work in Mobile Bay. Councilmember Boone suggested charging boat owners for land use. The Pier Street boat ramps were brought up with problems getting boats in and out of the water. Mayor Kant stated it is state owned and must have permission to do any work. Councilmember Boone mentioned the Personnel Board will meet this month. Council President Burrell requested the Board to look at the Compensation Study. Monday, 10 August 2015 Page -2- • Councilmember Mueller stated there was no report from the Fairhope Environmental Advisory Board. The Historic Preservation Committee was only appointed in 2001; and there is a need to adopt by-laws and to appoint members to promote and help with ordinance. He stated we can only advise not to remove a building; however, by law they can still remove it. The proposed ordinance was discussed which would help citizens obtain grants and tax rebates for their historic homes. • Council President Burrell gave an update on the Fairhope Airport Authority; and mentioned the possibility of a large aerospace company coming to the Airport. He said that Fairhope is in the running for this business. • Councilmember Brewer gave an update on the Education Advisory Committee ("EAC") and stated Dan Ames gave a report on how to obtain quotes for the approved study. • Dan McCrory, Water and Sewer Superintendent, addressed the City Council regarding the Waste Water Treatment Plant Update. • Jonathan Smith, Planning Director, addressed the City Council and reminded everyone of the Comprehensive Plan Town Meeting scheduled for August 13, 20145 from 6:00 p.m. to 8:00 p.m. He said that his department was working on the Urban Planning Ordinance for honey bees and hens. • Jennifer Fidler, Public Works Director, addressed the City Council and gave an update on the Quail Creek Sidewalk Project.
