COUNTY OF BALDWIN )(
The City Council, City of Fairhope , met in regular session at
6:00p.m., Fairhope Municipal Complex Council Chamber,
161 North Section Street, Fairhope , Alabama 36532 , on
Monday, 10 August 2015.
Present were Council President Jack Burrell , Councilmembers: Rich Mueller,
Diana Brewer, Michael A. Ford , and Kevin Boone , Mayor Timothy M. Kant, City
Attorney Marion E. Wynne , and City Clerk Lisa A. Hanks.
There being a quorum present , Council President Burrell called the meeting to
order. The invocation was given by Gray Strickland, Pastor of The Way Community
Church, and the Pledge of Allegiance was recited. Councilmember Brewer moved to
approve minutes of the 27 July 2015 , regular meeting ; minutes ofthe 27 July 2015,
work session; and minutes of the 27 July 2015, agenda meeting . Seconded by
Councilmember Boone , motion passed unanimously by voice vote.
Mayor Kant addressed the City Council regarding the following items:
1) Reminded everyone of the Town Hall Meeting scheduled for August 13,
2015 to discuss the Comprehensive Plan update;
2) Announced that school begins next week and requested that everyone
slow down and be careful ; and
3) Introduced Coach Tim Carter and the football team. Coach Carter
thanked the City Council for all of their support. He recognized the
coaches and the senior football players who attended the meeting. He
stated that the Fairhope football team's motto is "Family over
Everything."
Councilmember Brewer introduced in writing , and moved for the adoption of
the following resolution , a resolution to award Bid for Equipment for Outfitting three
(3) Police Vehicles (Bid No. 033-15) with the total bid proposal of $23,950.10 to
Firehouse Sales and Services, Inc. Seconded by Councilmember Mueller, motion
passed unanimously by voice vote.

RESOLUTION NO. 2388-15
BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF
FAIRHOPE, ALABAMA, as follows:
[1] That the City of Fairhope did request , receive , and open bids for Equipment for
Outfitting three (3) Vehicles for the Police Department (Bid Number 033-15) at 555
South Section Street in the City of Fairhope offices , Fairhope , Alabama.
[2] At the appointed time and place , the following bids were opened and tabulated as
follows:
Please see attached Bid Tabulation for
Equipment for Outfitting three (3) Vehicles
for the Police Department
[3] After evaluating the bid proposals with the required bid specifications , Firehouse
Sales and Services, Inc., with the total bid proposal of $23 ,590.10 is now awarded the
bid for Equipment for Outfitting three (3) Vehicles for the Police Department.
Adopted on this 1Oth day of August, 2015

Councilmember Brewer introduced in writing, and moved for the adoption of
the following resolution, a resolution that Mayor Timothy M. Kant is hereby
authorized to execute an Agreement between the City of Fairhope and the State of
Alabama, acting by and through the Alabama Department of Transportation for the
installation and/or operation and maintenance of traffic control signals and/or
roadway lighting at U. S. Highway 98 at South Drive in Fairhope, Alabama.
Seconded by Councilmember Ford, motion passed unanimously by voice vote.
RESOLUTION NO. 2389-15
WHEREAS, The City of Fairhope shall enter into an agreement with the State of
Alabama, acting by and through the Alabama Department of Transportation ("hereinafter
referred to as the STATE") for the installation and/or operation and maintenance of
traffic control signals and/or roadway lighting at U. S. Highway 98 at South Drive in
Fairhope , Alabama;
WHEREAS, This Agreement requires participation by the City of Fairhope and the State
for the installation of Intersection Flashing Signals/Beacons (School Flashers) at the
above mentioned intersection. The State will furnish and install the equipment and/or
associated hardware utilized in the accomplishment of the work; and
WHEREAS, In the event the State contributes funds to the work, the City of Fairhope
will be credited or debited for the under-runs or overruns; and the equipment and/or
associated hardware shall be operated and maintained at the sole expense of the City of
Fairhope.
BE IT RESOLVED, by the City Council of Fairhope, Alabama that Mayor Timothy M .
Kant is hereby authorized to execute an Agreement between the City of Fairhope and the
State of Alabama, acting by and through the Alabama Department of Transportation for
the installation and/or operation and maintenance of traffic control signals and/or
roadway lighting at U. S. Highway 98 at South Drive in Fairhope , Alabama.

The following individuals addressed the City Council during Public
Participation for Non-Agenda Items :
1) Kenneth McDowell , 29 Cottage Drive , addressed the City Council regarding his
concerns with the proposed Stud y to fonn a City School District. Mr. McDowell
stated he was not in favor of fonning a separate school system . He commented that
the first two items he was not against either of these items ; and said he would never
support a separate school sy stem . He hopes the Council will consider all aspects and
not cause a big divide in neighborhoods.
Council President Burrell replied that the feeder pattern will be included in this study
and it is not strictly to look at a separate system . Councilmember Brewer also
responded and said the study is three parts ; and the 20 I 0 study did not include the
feeder pattern. Council President Burrell said we are looking at the study to answer
this question: what can we do if funds from Baldwin County fold and no taxes get
passed. Councilmember Mueller stated this is just data gathering only.
2) Erik Cortinas addressed the City Council on behalf of the Fairhope Booster Club and
announced the pancake breakfast wi 11 be August 22 , 20 15 which is the Saturday
following the first football game of the season on August 21 , 2015.
Councilmember Brewer moved to adjourn the meeting. Seconded by
Councilmember Mueller, motion passed unanimously by voice vote.
There being no further business to come before the City Council , the meeting
was duly adjourned at 6 :30 p.m.
