HomeMy WebLinkAbout04-27-2015 City Council Work Session MinutesSTATE OF ALABAMA )( COUNTY OF BALDWIN )( The City Council met in a Work Session at 4:30p.m., Delchamps Room, 161 North Section Street, Fairhope, Alabama 36532, on Monday, 27 April2015. Present were Council President Jack Burrell, Councilmembers: Rich Mueller, Diana Brewer, Michael A. Ford, and Kevin Boone, and City Clerk Lisa A. Hanks. Mayor Timothy M. Kant and City Attorney Marion E. Wynne were absent. Council President Burrell called the meeting to order at 4:30p.m. The following topics were discussed: • Anna Miller, member of the Recycling Committee, addressed the City Council and presented the analysis and recommendations from the Committee. There were three options, but the recommendation is to go single stream with automated collection. They recommended buying two automated trucks for the initial setup. She also mentioned a need for a Management Plan and a Professional Marketing Plan. An RFQ will need to be sent out for service providers too. Councilmember Mueller commented he did not want to charge citizens for going to single stream. Council President Burrell commented we will not make money doing this, but it would pay for itself within 18 months. Councilmember Brewer said that promoting single stream is key to the City for this program. Councilmember Ford said this is common sense with the caliber of people in Fairhope. • John Manelos, Fairhope Paddleboard, LLC, addressed the City Council regarding a Franchise Agreement for instruction and rentals for paddleboarding. He said this is a great activity in a beautiful location. Councilmember Brewer said this is a perfect addition to Fairhope and we have a recommendation by the Recreation Board. Council President Burrell stated this will be on the next City Council meeting for a vote. • Sherry Sullivan, Community and Recreation Director, addressed the City Council and explained the need for a Film Permit. She said the guidelines and application have been signed off on by City Attorney Wynne, Tommy Fell with the Alabama Film Commission, Chief Petties, and the Planning Department. We need some type of fees and guidelines for staff to follow. There will be better tracking and will put trust in staff for decisions. Ms. Sullivan said they looked at similar Cities and their filming guidelines. • The next item on the Agenda was the Education Advisory Committee presentation regarding a Community Education Forum. EAC Chair Kerry Flowers explained the attached agenda regarding the Forum which will be held on May 12, 2015 at 6:00 p.m. He said it would be held in the Fairhope United M~thodist Church Recreation Center. Two of the main speakers will be Dr. Semoon Chang and Dan Lumpkin. Monday, 27 April2015 Page -2- • Councilmember Brewer mentioned the EAC Community Education Forum which was already addressed; and the Recreation Board who approved of the Soccer Bids and the Paddleboard Franchise Agreement. • Councilmember Ford commented the Recycling Committee and Ms. Miller did a great job presenting the recommendations. • Councilmember Boone gave a brief update from the Harbor Board. He said we met for appointments and reappointments to the Board; and to review a Franchise Agreement for a B&B on a Sailboat. He stated the Harbor Board had no issue as long as the rules were followed and all licenses needed were obtained. General Superintendent James Gillespie stated you cannot have a Franchise Agreement not zoned for that purpose. Planning Director Jonathan Smith commented this would be a charter business with short-term rentals which are allowed in the B3b zoned area. It was also mentioned this would not be a B&B; and that only food already prepared; i.e. muffins or bagels, would be served for breakfast. • Council President Burrell brought up the Dedication and Ribbon Ceremony for the Aviation Academy with Governor Bentley and Congressman Byrne being speakers. He also mentioned the June Air Race Classis which is a women's race with the last leg being in Fairhope. He announced the Sister Cities Committee meeting is tomorrow; and the American Cities in Bloom. Ms. Sullivan explained a little more on this tour which covers several days visiting all of the sites that showcase Fairhope. • Jonathan Smith addressed the City Council and announced a Special Called Planning Commission meeting will be held on May 7, 2015 for a Comprehensive Plan Update. • City Treasurer Nancy Wilson addressed the City Council and mentioned the closing on the Revenue Bond refinancing will be on May 14, 2015. • James Gillespie addressed the City Council and said the Irrigation Project at Quail Creek will begin this week. The Golf Course had some damage from the storm with a couple oftrees down and the weathervane blown off the roof. • Dan McCrory, Water and Sewer Superintendent, addressed the City Council and gave an update on the Waste Water Treatment Plant Upgrades. He mentioned a portion of the temporary fix at the UV Plant failed during the storm. • Public Works Director Jennifer Fidler addressed the City Council regarding the Eastern Shore MPO who wants a transit hub in downtown Fairhope and the proposed site is on the backside of Museum. They want the City to commit to our percentage for the grant. She briefly discussed the NRCS Projects. She mentioned the median at Fairwood and Mershon is almost complete which are designed for infrastructure improvements and drainage; and there will be bike lanes after being striped. Monday, 27 April2015 Page -3- • Chief Petties addressed the City Council regarding a class on church security that is being held on May 2, 2015 at 8:00a.m.; and it is free to the public. He mentioned the basketball game with the Harlem Wizards on May 12, 2015. Chief Petties also mentioned in Baldwin County and around the world suicides have spiked. He said this is a medical issue with medicines being a contributor. There being no further business to come before the City Council, the meeting was duly adjourned at 5:50p.m. ~f~ /~S:MC City Cler
