HomeMy WebLinkAbout10-26-2015 City Council Work Session MinutesSTATE OF ALABAMA )( COUNTY OF BALDWIN )( The City Council met in a Work Session at 4:30p.m., Delchamps Room, 161 North Section Street, Fairhope, Alabama 36532, on Monday, 26 October 2015. Present were Council President Jack Burrell, Councilmembers: Rich Mueller, Michael A. Ford, and Kevin Boone, Mayor Timothy M. Kant, and City Clerk Lisa A. Hanks. Councilmembers Diana Brewer and City Attorney Marion E. Wynne were absent. Council President Burrell called the meeting to order at 4:35p.m. The following topics were discussed: • The extension for funding of Fairhope Elementary School for tutoring was first on the agenda. Council President Burrell brought to everyone's attention is that by the time they receive funds half of the school year is over; and the need for tutors is for the entire school year. They have $14,000.00 left and would like to extend until May 1, 2016. The consensus of the City Council was it was okay to extend the use of the funds. • Council President Burrell commented that there was a need to add on a couple of resolutions to the City Council agenda: resolution to award RFQ for the HV AC Emergency Repairs at Library; and resolution to authorize Mayor Kant to execute an agreement with the State of Alabama for resurfacing of Fairhope Avenue from Bancroft Street to SR-181 (ATR1P#02-05-04). • Scott Douglass addressed the City Council regarding the beach restoration and the formal Maintenance Plan and grant for same. He. said the City's cost would be $15,000.00 with a grant match of $15,000.00. The consensus of the City Council was to proceed with grant. A resolution to approve will be on the next City Council meeting. • Scott Hutchinson with Hutchinson, Moore & Rauch ("HMR") addressed the City Council regarding the NRCS Projects. He explained the status of each project: Waste Water Treatment Plant and the Woodlands. Mr. Hutchinson mentioned the City's desire to possibly extend further; and added it will not help or hurt the water flow. He said it would cost approximately $53,000.00 to complete the extension; and that the City would be requesting additional funds from NRCS for both projects. Mayor Kant stated it would be a good thing to do this extension and we should use the contractor. Councilmember Mueller said that HMR should be compensated for the additional engineering services. • Councilmember Ford gave a brief update on the Recreation Board and the Recycling Committee. Monday, 26 October 2015 Page -2- • Planning Director Jonathan Smith was questioned regarding an item on the Planning Commission's agenda. He said this was a 52 acre group of parcels proposing a Planned Unit Development ("PUD"); and that the item was just an informal review. The Planning Commission did not seem in favor of this as presented. There were approximately 80 against and 2 for the PUD. • Councilmember Boone gave an update on the Personnel Board and mentioned that Diane Thomas's term will be expiring in December. However, she has agreed if Council wishes to serve another term. • General Superintendent James Gillespie gave an update on the Harbor Board. He stated the only thing mentioned about Accommodations Afloat was the requirements for the Coast Guard. City Clerk Lisa Hanks mentioned she was still working on the riparian easement needed at the pier. Mr. Injaian will have to acquire a City business license, have liability insurance, and pay all required taxes. • Councilmember Mueller gave an update of the Historic Preservation Committee and mentioned the appointments on the City Council agenda. • Council President Burrell gave an update on the Airport Authority and the bids accepted with three proposals to look at further. He stated the Sister Cities and Industrial Development Board have not met. • Joe Wolchina, Electric Department, addressed the City Council and mentioned the poles being set at Manley Road Soccer Complex and that the tree lights were approximately 80 percent complete. • Public Works Director Jennifer Fidler addressed the City Council regarding an Urban Forestry Grant with a 75/25 match which will be used for inventorying centennial trees. She mentioned our Tree Ordinance requiring businesses to comply with the ordinance and the need to verify same. • Jonathan Smith addressed the City Council and gave an update on the Comprehensive Plan and the SARPC Consolidated Plan Process.
