A~test: ~4114 ~!anks, :0..1MC City Clerk 6841 STATE OF ALABAMA )( COUNTY OF BALDWIN )( The City Council, City of Fairhope , met in Special Session at 4:00p.m., Fairhope Municipal Complex Council Chamber, 161 North Section Street, Fairhope , Alabama 36532 , on Monday, 8 October 2015 . 6842 Present were Council President Jack Burrell , Councilmembers: Rich Mueller, Michael A. Ford, and Kevin Boone, Mayor Timothy M. Kant, City Attorney Marion E . Wynne, and City Clerk Lisa A. Hanks . There being a quorum present, Council President Burrell called the meeting to order. Council President Burrell addressed the City Council and stated the reason for this special called meeting is for the Fairhope Public Library. Interim Electric Superintendent Jimmy Cluster addressed the City Council and explained that the building took and lightning strike which single-phased the circuit several times. Lance Cabaniss, Building Maintenance Technician , addressed the City Council and explained the damage to the HV AC system including the HV AC chiller unit, several motors, logic system , and possibly more components. Mayor Kant stated that the damage is approximately $45 ,000 with a $5,000 deductible. He said a claim has been made through our insurance company for the damages . Council President Burrell questioned if the lightning protection system was compromised. Dan Ames , Purchasing Manager , addressed the City Council and stated it was assessed in 2008 and protection was put in place. The system needs to be recertified to master specifications. Councilmember Mueller commented we should have an assessment done. Councilmember Ford introduced in writing, and moved for the adoption of the following resolution , a resolution that the City Council ofthe City of Fairhope hereby officially declares an emergency as a result of the July 17, 2-15 lightning strike damage to the Fairhope Public Library; the HV AC System and electrical components specifically the HVAC Chiller Unit ; and approves soliciting informal bids for repairs. Seconded by Councilmember Brewer, motion passed unanimously by voice vote. * * 6843 8 October 2015 RESOLUTION NO. 2409-15 A RESOLUTION DECLARING AN EMERGENCY WHEREAS, the Fairhope Public Library was struck by lightning on July 17, 2015 and extensive damage was done to the building, particularly, to the HVAC and electrical components ; and WHEREAS , there is a need for the City to enter into various public works contracts to affect the repair of this critical public facility and to provide adequately for the health, safety , and convenience of the public without delay; and WHEREAS, the City Council , due to the emergency circumstances requiring immediate action to avoid further damage to property, the HVAC Chiller Unit and electrical components, is desirous on declaring the July 17 , 2015 lightning strike damage to the Fairhope Library an "Emergency " pursuant to Code of Alabama 1975 , Section 39-2-2(e); so that immediate repairs may be contracted to avoid additional damages to the Library. NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF FAIRHOPE, ALABAMA, WHILE IN SPECIAL- CALLED SESSION ON OCTOBER 8, 2015, as follows: the City Council of the City of Fairhope hereby officially declares an emergency as a result of the July 17, 2- 15 lightning strike damage to the Fairhope Public Library; the HVAC System and electrical components specifically the HV AC Chiller Unit; and approves soliciting informal bids for repairs.
