HomeMy WebLinkAbout11-12-2015 City Council Work Session MinutesSTATE OF ALABAMA )( COUNTY OF BALDWIN )( The City Council met in a Work Session at 4:30p.m., Delchamps Room, 161 North Section Street, Fairhope, Alabama 36532, on Thursday, 12 November 2015. Present were Council President Jack Burrell, Councilmembers: Diana Brewer and Michael A. Ford, Mayor Timothy M. Kant, City Attorney Marion E. Wynne, and City Clerk Lisa A. Hanks. Councilmembers: Rich Mueller and Kevin Boone were absent. Council President Burrell called the meeting to order at 4:40p.m. The following topics were discussed: • Councilmember Brewer gave an update on the Education Advisory Committee. She mentioned that Superintendent Eddie Tyler and CFO John Wilson were in attendance. The Committee explained the City's process and funding for the schools. The RFQ for the Education Study has been amended and the deadline extended due to questions from potential responders. Councilmember Brewer stated the Library Board and Recreation Board both meet next week. She said the Pedestrian and Bicycle Committee met last week. • Councilmember Ford commented that the Recreation Board and Recycling Committee both meet next week. He said the Planning Commission recommended that the Fred Hayek property be rezoned to a Planned Unit Development. The Grand Hotel and Tourist Resort District was also discussed at the Planning Commission meeting. Council President Burrell stated he thought our engineers for the Comprehensive Plan would show us their vision for specific areas. Mayor Kant said we need to keep an inventory of where commercial in located. • President Burrell gave an update on the Airport Authority and mentioned the bids that came in for the second private hangar. He stated that there is an entity looking at Fairhope for a possible location and it is an Airbus supplier. He attended a Sister Cities meeting in Nashville while at the National League of Cities. Councilmember Ford stated he went to a Continental Motors event and spoke with Mr. Stromberg. • Mayor Kant stated we need a green sheet for the bulkhead and dredging of the slips. He also commented that the Boatyard Lease with Ed Wall is being prepared by City Attorney Wynne. The main changes are the rent going to $3,000 or 6 percent whichever is greater; and the due date moved from the first of the month to the 15th. Mayor Kant stated that the Parking Authority needs to be looked at for appointments; and we need new names and a good mixture for the Committee. Council President Burrell mentioned the parking deck and that Councilmember Mueller suggested putting solar power on the top level of the parking deck; and then selling the power back to the grid. Thursday, 12 November 2015 Page -2- • Public Works Director Jennifer Fidler addressed the City Council regarding a bid award to John G. Walton for the ATRIP Project and the invoice for $466,407.00 from the City for same. • Planning Director Jonathan Smith addressed the City Council and gave an update on the Comprehensive Plan and that he is working with them on the results. Councilmember Brewer questioned if input from citizens were included; and Council President Burrell criticized having only the Village Concepts. Mayor Kant replied the survey was validated by their choice. He mentioned there are 600 plus homes to be built in the Tourist Resort District. • Council President Burrell said that over 100 parents gave kudos to the Electric and Recreation Departments for having lights at the swim meet on Tuesday night. • Dan McCrory, Water and Sewer Superintendent, addressed the City Council and said the Water Department received a Fluoridation Award which will be mentioned at the City Council meeting. • Erik Cortinas, Building Official, addressed the City Council regarding the Flood Maps from FEMA being delayed to 2017. • Bobby Hall, Golf Director, addressed the City Council and mentioned the compliments being received on the grasses and the golf course. He also mentioned the new golf cart lease will be coming up soon. There being no further business to come before the City Council, the meeting was duly adjourned at 5:26p.m. ~~1!1£1~ City Clerk
