The City Council, City of Fairhope, met in regular session at
6:00 p.m., Fairhope Municipal Complex Council Chamber,
161 North Section Street, Fairhope, Alabama 36532, on
Thursday. 20 December 2018.
Present were Council President Jack Burrell, Councilmembers: Jay Robinson,
Jimmy Conyers, Robert Brown, and Kevin Boone, Mayor Karin Wilson, City
Attorney Marcus E. McDowell, and City Clerk Lisa A. Hanks.
There being a quorum present, Council President Burrell called the meeting to
order. The invocation was given by Associate Pastor Chris Peters of Trinity
Presbyterian Church and the Pledge of Allegiance was recited. Councilmember
Brown moved to approve minutes of the 10 December 2018, regular meeting;
minutes of the 10 December 2018, work session; and minutes of the 10 December
2018, agenda meeting. Seconded by Councilmember Boone, motion passed
unanimously by voice vote.
Mayor Wilson addressed the City Council regarding the field trip to Ocean
Springs with staff, some Councilmembers, and Christian Preus. They looked at
Downtown Ocean Springs, the Harbor, and the Cultural Arts Center.
She thanked the City Council for the budget process which was professional and
respectful yet disagreed. Mayor Wilson said the last few months we worked together.
Then, she presented a Power Point presentation for the City Council.
The following individuals spoke during Public Participation for Agenda
1) Jim Peck, 413 Azalea, addressed the City Council regarding Agenda Item
Number 7: An Ordinance establishing an Entertainment District for the City of
Fairhope. Mr. Peck said he was not in favor of an Entertainment District; and
asked how will you regulate it? He mentioned the cups for sale and the need for
appropriation of funds. Mr. Peck commented the Police Department will be
taxed with enforcement. He said that the Fairhope United Methodist Church is
included in the District.
2) Lonnie Byrd, 8940 Lea Brook, addressed the City Council regarding Agenda
Item Number 7: An Ordinance establishing an Entertainment District for the City
of Fairhope. He thanked the City Council and Mayor and stated it is an honor
that you were elected. Mr. Byrd said Fairhope is family oriented and we need to
keep the status quo. He said if you vote for this you will change Fairhope. Mr.
Byrd said he was not in favor of this ordinance.
