HomeMy WebLinkAbout07-22-2019 Work Session Meeting MinutesSTATE OF ALABAMA ) ( COUNTY OF BALDWIN ) ( The City Council met in a Work Session at 4:30 p.m., Fairhope Municipal Complex Council Chamber, 161 North Section Street, Fairhope, Alabama 36532, on Monday, 22 July 2019. Present were Council President Pro Tempore Jay Robinson, Councilmembers: Jimmy Conyers, Robert Brown, and Kevin Boone, Mayor Karin Wilson, City Attorney Marcus E. McDowell, and City Clerk Lisa A. Hanks. Council President Jack Burrell was absent. Council President Pro Tempore Robinson called the meeting to order at 4:30 p.m. The following topics were discussed: The Discussions of K-1 Engagement and K-1 Survey were presented by Mayor Wilson and Community Development Director Jessica Walker. Mayor Wilson mentioned the closing on the K-1 property at 1:00 p.m. at the K-1 Center. She said there has been a K-1 forum with Amy Chester (Rebuild By Design) and a survey with general concepts; and we need to have community conversations and workshops to get input. Ms. Walker commented the survey for the K-1 Center was "What do you see?" She said the largest response was for the Arts, Education, and Cultural. The City Council requested the "raw data" be sent to them from the survey. Skip Jones and Don Bates with the Harbor Board addressed the City Council regarding the Discussion of the potential of hiring a consultant to review marina market and potential uses of the property. Mr. Jones thanked Councilmember Boone, Special Projects Manager Lynn Maser, Recreation Director Tom Kuhl, and Marina Manager Sean Seay for what they have done with Fairhope Docks. Mr. Bates said we need to get vision going forward. Mr. Jones commented he had spoken with two marina consultants to get good choices for property; and requested for the City to do a request for proposal with an expenditure of up to $10,000.00. Mayor Wilson said the Comprehensive Land Use Plan will have this as part of the plan for assets. The consensus of the City Council was to get citizen input of what they envision down there and get staff recommendations. Councilmember Conyers mentioned the draft ordinance for the Historic Preservation Ordinance from the Committee. He said the Fairhope Environmental Advisory Board did not have a quorum; and the Library Board agenda item for approval tonight. • Councilmember Boone said the Personnel Board did not meet due to no actionable items. • Public Works Director Richard Johnson addressed the City Council regarding several agenda items: Restore Act Bucket One and being mid-way with Design Team and Grant Administrator; 2016 and 2017 TAP Grants and advertisement of bids; North Mobile Drainage; Systematic Drainage Issues, i.e. Pecan Avenue; and the K-1 Center on Friday the City will own and the Public Works Department will have to maintain.
