The City Council met in a Work Session
at 4:30 p.m., Fairhope Municipal Complex Council Chamber,
161 North Section Street, Fairhope, Alabama 36532,
on Monday, 28 January 2019.
Present were Council President Jack Burrell, Councilmembers: Jay Robinson, Jimmy
Conyers, Robert Brown and Kevin Boone (arrived at 5:40 p.m.). Mayor Karin
Wilson, City Attorney Marcus E. McDowell and City Clerk Lisa A. Hanks.
Council President Burrell called the meeting to order at 4:30 p.m.
The following topics were discussed:
• Operations Director Richard Peterson addressed the City Council regarding a water
production facility and transmission. He explained the connections fees and the
multiplier; and gave the Grand Hotel as an example. Mr. Peterson said that MUNIS
will help track costs. He explained the meter size and capacity asset fee; and will
work with developer who needs larger meters.
The sewer connection requirements and connection fees were explained next on the
agenda. Council President Burrell stated there needs to be a penalty. Mr. Peterson
mentioned the Clean Water Act and template for municipalities to use. Council
President Burrell suggested that Councilmembers Brown and Boone work with Mr.
Peterson on these ordinances.
• The Use of the North Side of the Triangle was discussed next on the agenda by
Councilmember Brown. Joseph and Katie Bolton addressed the City Council
regarding a study for a biking trail performed by IMBA Trail Solutions; and it would
be beneficial for an expert to figure out and layout the trails. Ms. Bolton mentioned
going to ADECA for grants. She said this would be tourism dollars for trails and
connectivity to trails we already have. Mayor Wilson said impact fees could be use
for these. Ms. Bolton commented if professionally built would last longer; and the
trails would be clearly marked for hikers and bikers, family oriented, and ADA
compliant. The consensus of the City Council was this is a good idea but want to
explore this a bit and need an overall plan for the north side. Council President
Burrell asked the Councilmembers to let City Clerk Lisa Hanks if you want the
funding on the next agenda.
Councilmember Brown mentioned a pedestrian tunnel under Veterans Drive; and the
consensus for the tunnel was to move forward. Public Works Director Richard
Johnson said we would hire a geotechnical service to help. Council President Burrell
requested Mayor Wilson to allow Mr. Johnson to begin with the site for tunnel.
• Planning Director Wayne Dyess addressed the City Council regarding the Green
Space Ordinance; and stated this would be an amendment to the Subdivision
Regulations. He said we would use greenspace as an asset; and make sure
greenspace can be used by community. Council President Burrell said that
greenspace gets stuck in the back of developments and not useable. Mr. Dyess said
that the Subdivision Regulations are adopted by the Planning Commission.
