HomeMy WebLinkAbout01-24-2022 Work Session Meeting MinutesSTATE OF ALABAMA COUNTY OF BALDWIN )( ) ( The City Council met in a Work Session at 4:30 p.m., Fairhope Municipal Complex Council Chamber, 161 North Section Street, Fairhope, Alabama 36532, on Monday, 24 January 2022. Present were Council President Pro Tempore Jay Robinson, Councilmembers: Jack Burrell, Corey Martin, and Kevin Boone, Mayor Sherry Sullivan, City Attorney Marcus E. McDowell, and City Clerk Lisa A . Hanks . Council President Jimmy Conyers was absent. Council President Pro Tempore Jay Robinson called the meeting to order at 4 :30 p .m . The following topics were discussed: • The first item on the Agenda was the Discussion for proposed Crosswalk Project by the Junior City Council members Joe Solomon and Isabella Tran. They presented the Camellia Crosswalk at Johnson with an estimated cost of $450.00. Counci lmember Boone said he was very impressed with these projects . The City Clerk was asked to prepare a resolution for the next meeting. • Planning Director Hunter Simmons addressed the City Council on the Discussion regarding Short Term Rental Violation. He said there is a high volume in residential districts; and we need to tighten up on businesses licenses , fines, etc. Mr. Simmons explained that short-term rentals are less than 30 days with a penalty up to $500.00 which is the maximum. Councilmember Burrell said six to eight years ago the population was opposed to short-term rentals in residential. Councilmember Martin questioned how we know there are violations . Councilmember Burrell said we need to uphold our laws; and this is illegal activity. Councilmember Robinson stated we need to enforce the ordinance as written . Mayor Sullivan said if there are local companies doing this, there should be consequences. • President of the Friends of the Library Randal Wright and Library Director Tamara Dean addressed the City Council regarding the "State of the Art" new sound and video system for the Fairhope Public Library . The consensus of the City Council said, "Thank You " and support the Friends of the Fairhope Public Library . Ms . Dean gave an update on the second floor renovations . She told the City Council a donation of $100,000.00 was given towards project. • Councilmember Burrell gave an update on the Fairhope Airport Authority regarding Continental and the Airport Authority. He said negotiations are continuing . • Councilmember Martin mentioned the Fairhope Environmental Advisory Board and the "Litter Getter" made it out to the media . He said the Recreation Board is status quo . Councilmember Martin said the Recreation Board is meeting with all League Presidents. Monday, 24 January 2022 Page -2- • Councilmember Boone mentioned the Personnel Board meeting at 7:00 a.m. in the Mayor's conference room on Thursday . • Councilmember Robinson said the Historic Preservation Committee's Mission amendment is on tonight's agenda . • Councilmember Burrell brought up the Tree Committee and asked Patrick Waldrop to explain the issue with trees in Knoll Park. He said there are invasive trees such as the camphor trees, popcorn trees, and we need to stop the spread of the camphor tree. • Public Works Director Richard Johnson addressed the City Council and gave a sanitation update . He mentioned the last two weeks we have been at one-third of operations. Mr. Johnson said the auto garbage truck will take 18 months for delivery lead time; and all chassis must be ordered in February. He explained the handout to the City Council (see attached). Councilmembers Burrell and Robinson said they would support a resolution to order truck and this is a smart move to think ahead. Mr. Johnson addressed Agenda Items No . 16 , No. 21, and No. 22; and answered any questions if needed. • Electric Superintendent Jade Fleming addressed the City Council and gave an update on the Morphy Substation. He addressed Agenda Item No. 13; and answered any questions if needed. Mayor Sullivan suggested "or an equivalent." • Water and Wastewater Superintendent Jason Langley addressed the City Council regarding Agenda Items No . 10 , No. 12 , No. 13, No. 14, No. 17, No. 18, and No. 23; and answered any questions if needed . Mr. Langley said that he was not buying a tapping machine with a cost of $25,000.00 and the $7,500 .00 has been removed. Councilmember Burrell suggested doing an amendment to the budget quarterly . • Fire Chief Chris Ellis addressed the City Council and gave an update on 2021 Fairhope Volunteer Fire Department's fire calls; and addressed Agenda Item No . 16 and answered any questions if needed . • Gas Superintendent Terry Holman addressed the City Council and reported on calls and reset meters for his department for the past three months. He addressed Agenda Items No. 25 and No . 26; and answered any questions if needed. • Community Affairs Director Paige Crawford addressed the City Council and reminded everyone about State of the City on February 10, 2022 from 5:30 p.m. to 7:30 p .m .; and Arbor Day on February 12 , 2022. Ms. Crawford addressed Agenda Item No. 15; and answered any questions if needed. She said this is the same shell count as last year's show . Councilmember Robinson said it is a product issue and we should not change the show . Councilmember Martin agreed with Councilmember Robinson to no change the show. • Mayor Sullivan addressed Agenda Item No . 11 and said this is the initial process for the athletic track and additional parking . Councilmember Martin stated we have several contributors : Fairhope Single Tax Corporation , Baldwin County , and City of Fairhope . Councilmember Burrell questioned turnkey contractors to save on engineering fees . There being no further business to come before the City Council , the meeting was duly adjourned at 5 :49 p .m . ~ Council President Pro Tempore City Clerk FJCC Introduction & Goals The Fairhope Junior City Council exists to provide youth outreach and serve as the youth's voice in the City of Fairhope. With this Camellia Crosswalk project we hope to provide the citizens of Fairhope and the students of Coastal Alabama Community College with a safe walking space to traverse to and from classes or simply going about their day to day. We hope to showcase the beautification efforts of the City of Fairhope and liven up a very busy part of downtown. The Location of the Crosswalk: Johnson Avenue Johnson Ave (/) a, a, :, C, 0 ;:;, !a • -Crosswalk location Johnson Avenue is located right next to Coastal Alabama Community College. Everyday, students and faculty have to cross this street to get back and forth from their classes and vehicles. ■-c. en C: - The Design The design is composed of six rectangles within the crosswalk depicting the blooming of the "irrational exuberance" camellia. Not only is the Camellia flower recognized as the Alabama State flower, it has a rich history in our town of Fairhope. Bobby Green, of Green Nurseries, is a South Alabama native who has always loved Camellias. Because of his fascination with the native flower, Mr. Green enjoys breeding Camellias to produce unique creations. Mr. Green's breeding has earned him acclaim in the flower community, most notably for the Hybrid Camellia "Irrational Exuberance". "Irrational Exuberance" put Bobby Green, and Fairhope, "on the map" amongst the flower community! Materials and Cost Materials -Asphalt-Grade Paint • Blue • Red • White • Yellow -Plastic Tarp -Paint brushes -Gloves -Garbage Bags Cost Asphalt-Grade Paint After a meeting with the Public Works Department, the city offered to provide the white and yellow paint. Blue and red will be ordered at ~$40 a gallon ~5 gallons of blue ~2 gallons of red Bringing the cost at $350 for the paint Paint Materials The specific types of brushes needed will be determined after discussing with "Andy." An estimate budget for both paint supplies and clean up materials will be $100. Estimate Total Budget: $450 Process Public works has offered to place down a stencil of the crosswalk for the junior council to then fill in with the design on painting day. The stencil is time-efficient and will minimize mistakes. The roads will be blocked off for one day of a weekend in early March. A projected date is March 12, both are Saturdays. We estimate 4-5 hours needed for the ten FJCC members to finish painting the crosswalk and clean up. A staff painter will be present to supervise. What We Have Accomplished So Far • Some of our previous projects include ... -Fairhope Sunset Staircase project -painting of the Fairhope Mural in Fairhope Municipal Park rehabilitation of the artwork in the Fairhope Municipal Park • This month, some of our members met with Director of Public Works, Richard Johnson, and discussed the details and logistics of the project.
