PRESENT WERE MAYOR JAMES P. Nix; COUNCILMEMBER JOHN V. DUCK, MICHAEL A. FORD, DEBBIE W H. JONES; CITY ATTORNEY MARION E JOHNSON. NO ONE WAS ABSENT. QUINN, JEANETTE PUCKETT, WILLIAM WYNNE, AND CITY CLERK GENIECE W. THERE BEING A QUORUM PRESENT, MAYOR NIX CALLED THE MEETING TO ORDER. COUNCILMEMBER DUCK MOVED TO APPROVE MINUTES OF THE I I OCTOBER 1999, REGULAR MEETING. SECONDED BY COUNCILMEMBER QUINN, MOTION PASSED UNANIMOUSLY. THE CHESS CLUB OF FAIRHOPE HIGH SCHOOL WON STATE CHAMPIONSHIP AND WENT ON THE PLACE THIRD ON THE INTERNATIONAL LEVEL. THE FOLLOWING MEMBERS WERE PRESENTED A CERTIFICATE BY COUNCILMEMBER MIKE FORD: JOHN BENNETT, GREY BENKE, KEVIN VALLIER, BAILEY CRANE, RYAN WILLIS AND ANDREW WATLEY, COACHES VALERIE HODGSON, AND Tim YAHR. CHRISTOPHER BAKER DIRECTOR OF PLANNING AND BUILDING ADDRESSED THE COUNCIL TO ANNOUNCE THAT THE BUILDING DEPARTMENT IS WORKING WITH THE FAIRHOPE MIDDLE SCHOOL ON A PROJECT IN RECOGNITION OF PLANNING. THE STUDENTS WILL DESIGN THEIR OWN CITES, AND SHOW THE VARIOUS ASPECTS OF BUILDING A CITY. THE STUDENTS PROJECTS WILL BE PRESENTED AT THE NEXT REGULAR CITY COUNCIL MEETING ON 8 NOVEMBER 1 999. COUNCILMEMBER JONES MOVED TO PROCLAIM 8 NOVEMBER 1999, AS WORLD TOWN PLANNING DAY. SECONDED BY COUNCILMEMBER QUINN, MOTION PASSED UNANIMOUSLY. A PUBLIC HEARING WAS HELD AS ADVERTISED TO DETERMINE THE INTEREST IN A PUBLIC IMPROVEMENT ASSESSMENT PROJECT FOR COUNTRY WOODS SUBDIVISION RESIDENTS. THERE ARE 34 LOTS IN COUNTRY WOODS. SEVERAL RESIDENTS WERE PRESENT. MAYOR NIX HAS RECEIVED IN WRITING 76% OF THE RESIDENTS ARE INTERESTED IN THE ASSESSMENT. COUNCILMEMBER JONES MOVED TO PROCEED WITH THE PROJECT. SECONDED BY COUNCILMEMBER QUINN, MOTION PASSED UNANIMOUSLY. 2377 25 OCTOBER 1999 COUNCILMEMBER DUCK INTRODUCED IN WRITING ORDINANCE NO. 1070. AN ORDINANCE ANNEXING DARWIN B. HARRIS PROPERTY, LOCATED AT 7824 PERRYMAN PLACE, FAIRHOPE, ALABAMA, .34 ACRES MORE OR LESS. IN ORDER TO TAKE IMMEDIATE ACTION COUNCILMEMBER QUINN MOVED TO SUSPEND THE RULES. SINGLETON WAS INFORMED THAT HE COULD GO DOOR-TO- DOOR TO HANDOUT HIS RELIGIOUS MATERIAL, BUT IF SOMEONE ASKED HIM TO LEAVE THEIR PREMISES THAT HE WOULD HAVE TO DO SO. MR. SINGLETON EXPRESSED THAT HIS HAD COME TO REALIZE THAT HIS CONCERNS WAS NOT THE PROHIBITING OF DOOR-TO-DOOR SOLICITATION, FOR HE HAD PASSED OUT APPROXIMATELY 1 20 COPIES OF HIS MATERIAL AND NO ONE HAD REPLIED TO HIS REQUEST.
