THERE BEING A QUORUM PRESENT, MAYOR NIX CALLED THE MEETING TO
ORDER. COUNCILMEMBER JONES MOVED TO APPROVE MINUTES OF THE
1 0 AUGUST 1 998 REGULAR MEETING. SECONDED BY COUNCILMEMBER
QUINN, MOTION PASSED UNANIMOUSLY.
MAYOR NIX CONGRATULATED MR. AND MRS. SHEP SHEPHARD ON THEIR SIXTY
YEAR WEDDING ANNIVERSARY.
COUNCILMEMBER DUCK INTRODUCED IN WRITING ORDINANCE NO.
1 035. AN ORDINANCE REGULATING AND PROVIDING FOR RECOVERY OF CITY
COSTS INVOLVED IN THE MOVING OF BUILDINGS WITHIN AND UPON THE PUBLIC
STREETS OF THE CITY. IN ORDER TO TAKE IMMEDIATE ACTION COUNCILMEMBER
PUCKETT MOVED TO SUSPEND THE RULES. SECONDED BY COUNCILMEMBER
QUINN MOTION TO SUSPEND THE RULES PASSED UNANIMOUSLY BY THE
FOLLOWING VOTE: AYE -DUCK, FORD, QUINN, NIX, PUCKETT, AND JONES.
NAY -NONE. COUNCILMEMBER DUCK THEN MOVED FOR FINAL ADOPTION OF
ORDINANCE NO. 1035. SECONDED BY COUNCILMEMBER JONES, MOTION
FOR FINAL ADOPTION PASSED UNANIMOUSLY BY THE FOLLOWING VOTE: AYE -

RESOLUTION NO. 604-98
WHEREAS, IN 1997 OVER 400 BALDWIN COUNTY RESIDENTS WHO HAD OPEN
HEART SURGERY AND OVER 600 RESIDENTS WHO HAD BALLOON ANGIOPLASTY WERE
FORCED TO LEAVE BALDWIN COUNTY AND TRAVEL TO ANOTHER COUNTY FOR THESE
SERVICES; AND
WHEREAS, THE POPULATION OF BALDWIN COUNTY IS RAPIDLY INCREASING,
ESPECIALLY THE POPULATION 65 AND OLDER, AND THE NEED FOR ADDITIONAL
HEALTHCARE SERVICES TO MEET THE NEEDS OF THIS GROWING POPULATION IS ALSO
INCREASING; AND
WHEREAS, THERE ARE 30 CARDIOLOGISTS AND 15 OPEN HEART SURGEONS ON
THE MEDICAL STAFF AT THOMAS HOSPITAL AND THOMAS HOSPITAL CURRENTLY
OFFERS A VARIETY OF HEART -RELATED SERVICES, INCLUDING CARDIAC
CATHETERIZATION, EKG, STRESS TESTING, ECHOCARDIOGRAPHY, CONGESTIVE HEART
FAILURE CLINIC AND CARDIAC REHABILITATION; AND
WHEREAS, PROVIDING OPEN HEART SURGERY AND BALLOON ANGIOPLASTY AT
THOMAS HOSPITAL WILL SIGNIFICANTLY ENHANCE EMERGENCY CARDIAC CARE FOR
THE CITIZENS OF BALDWIN COUNTY; AND
WHEREAS, IN DIRECT CORRELATION WITH THE POPULATION GROWTH IN
BALDWIN COUNTY, THOMAS HOSPITAL HAS SEEN A SIGNIFICANT INCREASE IN
UTILIZATION OF ALL SERVICES AND AN INCREASE IN THE NUMBER OF PHYSICIANS ON
ITS MEDICAL STAFF.
BE IT RESOLVED BY THE FAIRHOPE CITY COUNCIL THAT WE RECOGNIZE THE
NEED FOR OPEN HEART SURGERY SERVICES IN BALDWIN COUNTY AND THAT AS
REPRESENTATIVES OF THE CITY IN WHICH THOMAS HOSPITAL IS LOCATED, DO FULLY
SUPPORT THOMAS HOSPITAL'S EFFORTS TO RECEIVE APPROVAL FROM THE STATE OF
ALABAMA TO PROVIDE THIS MUCH -NEEDED SERVICE FOR THE CITIZENS OF BALDWIN
COUNTY.

COUNCILMEMBER JONES SO MOVED TO APPROVE THE ISSUANCE OF THE
LICENSE. SECONDED BY COUNCILMEMBER DUCK, MOTION PASSED
UNANIMOUSLY.
COUNCILMEMBER QUINN MOVED TO UPDATE THE VOLUNTEER FIREMEN
ROSTER BY DELETING THE FOLLOWING PERSONS TOMMY BOZEMAN AND BILL
RAY JOHNSTON. SECONDED BY COUNCILMEMBER FORD, MOTION PASSED
UNANIMOUSLY.
MR. Tim KANT PRESENTED TO THE COUNCIL A PROPOSED TREE
ORDINANCE. THE TREE COMMITTEE HAS WORKED LONG AND HARD ON PUTTING
THIS PROPOSED ORDINANCE TOGETHER. MAYOR NIX STATED THAT ALL
RECOMMENDATIONS SHOULD BE GIVEN TO THE TREE COMMITTEE IN WRITING
FOR CONSIDERATION.

PROJECT ALONG SCENIC HIGHWAY 98 AND COUNTY ROAD ONE BE
REINSTATED. COUNCILMEMBER FORD MOVED TO AUTHORIZE MAYOR NIX TO
OBTAIN A NEW ENGINEERING REPORT, AND LOOK INTO THE FINANCING OF
SEWER LINES ALONG SCENIC HIGHWAY 98 AND COUNTY ROAD ONE.

THE FAIRHOPE HIGH SCHOOL BAND WAS GRANTED PERMISSION TO
HOLD A FALL FESTIVAL ON NOVEMBER 1 4TH, AT THE 10 AUGUST 1 998,
REGULAR MEETING. THE FESTIVAL WILL BE HELD AT THE FAIRHOPE
COMMUNITY PARK. MS. TERI BULGER ADDRESSED THE COUNCIL ONCE AGAIN
REQUESTING PERMISSION FOR THE FAIRHOPE HIGH SCHOOL BAND TO HOLD
THEIR FALL FESTIVAL ON NOVEMBER 15T" ALSO. MS. BULGER PRESENTED
TO THE COUNCIL A MAP OUTLINING THE AREAS WHICH ARE TO BE BLOCKED
FOR THE FESTIVAL. MS. BULGER STATED THAT SHE HAS GOTTEN CLEARANCE
FROM THE MANAGER OF FAIRHOPE INN, AND FROM THE EASTERN SHORE
NURSING HOME. AFTER DISCUSSION, COUNCILMEMBER JONES MOVED TO
GRANT MS. BULGER REQUEST. SECONDED BY COUNCILMEMBER QUINN,
MOTION PASSED UNANIMOUSLY.

MR. RICHARD KEENAN WITH BOY SCOUT TROOP 47, FAIRHOPE,
ALABAMA ADDRESSED THE COUNCIL REQUESTING TO HAVE A CAMP FIRE AT
THE GEORGE HENRY PARK ON FRIDAY, 9 OCTOBER 1 998, AT 8:00 P.M., IN
CELEBRATION THEIR 70TH YEAR ANNIVERSARY. FIRE CHIEF, GRAY
BURROUGHS, DID NOT HAVE A PROBLEM WITH THIS EVENT. COUNCILMEMBER
QUINN MOVED TO GRANT THE REQUEST. SECONDED BY COUNCILMEMBER
JONES, MOTION PASSED UNANIMOUSLY.
MS. LAURIE BUTLER RESIDENT AT 4 1 1 FAIRWOOD BOULEVARD,
ADDRESSED THE COUNCIL REQUESTING A STOP SIGN AT BISHOP ROAD AND
GAYFER AVENUE, THIS WOULD MAKE THE INTERSECTION A 4-WAY STOP.
MAYOR NIX ASSIGNED THE REQUEST TO THE STREET COMMITTEE FOR
RESEARCH, AND TO REPORT BACK TO THE COUNCIL AT THE NEXT REGULAR
MEETING.
