MONDAY, 23 MARCH 1 998.
PRESENT WERE MAYOR JAMES P. NIX; COUNCILMEMBERS JOHN V.
DUCK, MICHAEL A. FORD, DEBBIE W. QUINN, JEANETTE PUCKETT, AND
WILLIAM H. JONES; CITY ATTORNEY MARION E. WYNNE, AND CITY CLERK
GENIECE W. JOHNSON. NO ONE WAS ABSENT.
THERE BEING A QUORUM PRESENT, MAYOR NIX CALLED THE MEETING
TO ORDER. COUNCILMEMBER QUINN SO MOVED TO APPROVE MINUTES OF
THE I I MARCH 1 998 REGULAR MEETING. SECONDED BY COUNCILMEMBER
PUCKETT, MOTION PASSED UNANIMOUSLY.
COUNCIL REVIEWED AN APPLICATION FOR A RESTAURANT LIQUOR
LICENSE BY DENNIS NICHOLSON, DBA PAPAS PIZZA, LOCATED AT 300
FAIRHOPE AVENUE. MR. NICHOLSON WAS PRESENT. COUNCILMEMBER
QUINN WAS CONCERNED ABOUT KIDS USING THE BACK PART OF THIS BUILDING
AS A HANGOUT PLACE. AFTER SOME DISCUSSION, COUNCILMEMBER FORD
MOVED TO APPROVE THE ISSUANCE OF THE LICENSE. SECONDED BY
COUNCILMEMBER DUCK, MOTION CARRIED BY THE FOLLOWING VOTE: AYE -
DUCK, FORD, NIX, PUCKETT, AND JONES. NAY-QUINN.
COUNCILMEMBER FORD ADDRESSED THE COUNCIL REQUESTING THAT
THE COUNCIL PROCEED WITH THE STUDY ON HAVING SEWER LINES INSTALLED
ALONG SCENIC HIGHWAY 98 AND COUNTY ROAD ONE. SEVERAL REQUESTS
HAVE BEEN MADE BY THE RESIDENTS LIVING ALONG SCENIC HIGHWAY 98 AND
COUNTY ROAD ONE, EXPRESSING INTEREST IN HAVING CITY SEWER LINES
INSTALLED. THE CITY IS NOT ABLE TO ASSESS BEYOND THREE MILES OUTSIDE
THE POLICE JURISDICTION. COUNCILMEMBER FORD ALSO REPORTED THAT
THE COUNTY HAS LOOKED INTO HELPING WITH THIS PROJECT, BUT LEARNED
THAT THEY COULD ONLY ASSESS FOR MATERIALS. AFTER DISCUSSION,
COUNCILMEMBER DUCK MOVED FOR THE COUNCIL TO PROCEED WITH THE
STUDY OF THIS PROJECT. SECONDED BY COUNCILMEMBER JONES, MOTION
PASSED UNANIMOUSLY.

MOVED TO REAPPOINT KHIM VIRA. THERE BEING NO OTHER NOMINATIONS,
COUNCILMEMBER PUCKETT MOVED TO CLOSED THE NOMINATION. SECONDED
BY COUNCILMEMBER JONES, MOTION PASSED UNANIMOUSLY
ONE 5-YEAR TERM ON THE LIBRARY BOARD. COUNCILMEMBER JONES
MOVED TO REAPPOINT DR. HOLLIS WISEMAN. THERE BEING NO OTHER
NOMINATIONS, COUNCILMEMBER PUCKETT MOVED TO CLOSED THE
NOMINATION. SECONDED BY COUNCILMEMBER JONES, MOTION PASSED
UNANIMOUSLY
THREE 3-YEAR TERM ON THE PARKING AUTHORITY BOARD.
COUNCILMEMBER DUCK MOVED TO REAPPOINT PRISSY WILKINS, MARC
MILLER, AND BILL BALDWIN BY ACCLAMATION. THERE BEING NO OTHER
NOMINATIONS, COUNCILMEMBER DUCK MOVED TO CLOSED THE NOMINATION.
SECONDED BY COUNCILMEMBER JONES, MOTION PASSED UNANIMOUSLY

COUNCILMEMBER FORD ASKED IF SOMEONE FROM THE PLANNING AND
ZONING BOARD WOULD REPORT ON THE STATUS OF THE PLAN UNIT
DEVELOPMENT (PUB) CHANGES AT THE NEXT REGULAR COUNCIL MEETING.
MR. RICHARD PRESCOTT ADDRESSED THE COUNCIL INQUIRING WHY
THE DYAS FAMILY IS ALLOWED TO BURN ON THE TRIANGLE PROPERTY? THE
MAYOR EXPRESSED THAT HE WAS NOT AWARE THAT THERE WAS BURNING
TAKING PLACE ON THIS PROPERTY, BUT HE WILL LOOK INTO THIS MATTER
IMMEDIATELY.

MAYOR NIX STATED WITH REGARDS TO THE COUNTRY WOOD
SUBDIVISION BEING ANNEXED BY A LEGISLATURE ACT. "IT IS TOO LATE TO
GET THIS ISSUE IN ON THIS SESSION, BUT THE ISSUE WILL BE ADDRESSED
DURING THE NEXT SESSION."
