GENIECE W. JOHNSON. NO ONE WAS ABSENT.
THERE BEING A QUORUM PRESENT, MAYOR NIX CALLED THE MEETING
TO ORDER. COUNCILMEMBER QUINN MOVED TO APPROVE MINUTES OF THE
23 FEBRUARY 1 998 REGULAR MEETING. SECONDED BY COUNCILMEMBER
JONES, MOTION PASSED UNANIMOUSLY.
COUNCILMEMBER QUINN INTRODUCED IN WRITING ORDINANCE NO.
1027. AN ORDINANCE REGULATING THE LOCATION, SIZE, AND FREQUENCY
OF ACCESSWAYS FOR INGRESS AND EGRESS TO AND FROM STREETS WITHIN
THE CITY OF FAIRHOPE. IN ORDER TO TAKE IMMEDIATE ACTION
COUNCILMEMBER QUINN MOVED TO SUSPEND THE RULES. SECONDED BY
COUNCILMEMBER JONES, MOTION TO SUSPEND THE RULES PASSED
UNANIMOUSLY BY THE FOLLOWING VOTE: AYE -DUCK, FORD, QUINN, NIX,
PUCKETT, AND JONES. NAY -NONE. COUNCILMEMBER JONES MOVED FOR
FINAL ADOPTION OF ORDINANCE NO. 1027. SECONDED BY COUNCILMEMBER
PUCKETT, MOTION FOR FINAL ADOPTION PASSED UNANIMOUSLY BY THE
FOLLOWING VOTE: AYE -DUCK, FORD, QUINN, NIX, PUCKETT, AND JONES.

1028. AN ORDINANCE PROVIDING FOR SPECIAL GREENSPACE
RESERVATIONS AND THREE PROTECTION ZONES. IN ORDER TO TAKE IMMEDIATE
ACTION COUNCILMEMBER PUCKETT MOVED TO SUSPEND THE RULES.
SECONDED BY COUNCILMEMBER JONES, MOTION TO SUSPEND THE RULES
PASSED UNANIMOUSLY BY THE FOLLOWING VOTE: AYE -DUCK, FORD, QUINN,
NIX, PUCKETT, AND JONES. NAY -NONE. COUNCILMEMBER DUCK MOVED FOR

COUNCILMEMBER DUCK MOVED FOR THE ADOPTION OF THE FOLLOWING
RESOLUTION. SECONDED BY COUNCILMEMBER JONES, MOTION PASSED
UNANIMOUSLY.
RESOLUTION NO. 585-98
WHEREAS, A GROUP OF PROPERTY OWNERS HAVE PETITIONED THIS GOVERNING BODY OF
THE CITY OF FAIRHOPE AND REQUESTED THAT A CERTAIN AREA KNOWN AS THE COUNTRY WOODS
SUBDIVISION, MORE PROPERLY DESCRIBED BELOW, BE ANNEXED TO THE CITY OF FAIRHOPE BY
LEGISLATIVE ACT; AND
WHEREAS, 15 THE DECISION OF THIS GOVERNING BODY THAT SUCH ANNEXATION IS
REQUIRED FOR THE PUBLIC HEALTH AND GOOD; AND THAT IT IS WISE, EXPEDIENT AND ECONOMICAL
FOR THE ANNEXATION TO BE ACCOMPLISHED; THEN, THEREFORE
BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF FAIRHOPE, BALDWIN
COUNTY, ALABAMA THAT:
(A) THE HONORABLE LEGISLATIVE REPRESENTATIVES BE CONTACTED FOR THE
DRAFTING AND PRESENTATION OF THE REQUIRED LEGISLATIVE ACT;
(B) THAT SAID PROPOSED ACT BE PUBLISHED FOR FOUR CONSECUTIVE WEEKS IN THE
GULF COAST NEWS PAPER (COURIER), A NEWSPAPER PUBLISHED IN BALDWIN
COUNTY; AND
(C) THAT PUBLICATION COSTS OF SAME BE PAID IN FULL BY THE GENERAL FUNDS OF
THE CITY.

COUNCILMEMBER QUINN MOVED TO APPROVE INSURANCE COVERAGE
ON THE FOLLOWING VOLUNTEER FIRE PERSON JOSH LEAVINS. SECONDED BY
COUNCILMEMBER DUCK, MOTION PASSED UNANIMOUSLY.
MS. KAKI FLEMING WITH THE FAIRHOPE BAHA'I CENTENNIAL COMMITTEE
ADDRESSED THE COUNCIL REQUESTING TO PLACE A MEMORIAL IN HENRY
GEORGE PARK HONORING PAUL KINGSTON DEALY. AFTER DISCUSSION THE
MAYOR ASSIGNED THIS REQUEST TO THE PARK AND RECREATION COMMITTEE
TO LOOK INTO, AND REPORT BACK AT THE NEXT REGULAR COUNCIL MEETING.

27 DIRT, FAIRHOPE, ALABAMA, PROVIDED ALL SPECIFICATIONS ARE MET.
SECONDED BY COUNCILMEMBER QUINN, MOTION PASSED UNANIMOUSLY
MR. VINCENT VALENTIM ADDRESSED THE COUNCIL ON THE FOLLOWING
ISSUES CONCERNING THE BETTERMENT OF FAIRHOPE:
• PLACING A PEDESTRIAN WALK LIGHT AT THE INTERSECTION OF FAIRHOPE AVENUE AND SECTION
STREET.
• DEVELOPING AND IMPLEMENTING ORDINANCES THAT PROHIBIT:
-PARKING IN THE FIRE LANES AT THE SHOPPING CENTERS.
-SELLING ON VACATE LOTS (FURNITURE BEING SOLD ON THE LOT
NEAT l0 UNCLE' SAWS STORE ON GRC.NO ROAD)
-USING TEMPORARY STRUCTURE AS AN ADD -ON
• JOIN FORCES WITH THE BALDWIN COUNTY COMMISSION FOR THE DEVELOPMENT OF A
COMPREHENSIVE DRAINAGE PLAN.
• DEVELOP A REALISTIC MASTER PLAN THAT ADEQUATELY ADDRESS THE FUTURE GROWTH OF
FAIRHOPE.
THERE WAS NO ACTION TAKEN BY THE COUNCIL ON MR. VALENTIM'S
CONCERNS.
COUNCILMEMBER PUCKETT MOVED FOR THE ADOPTION OF THE FOLLOWING
RESOLUTION. SECONDED BY COUNCILMEMBER FORD, MOTION PASSED
UNANIMOUSLY.
RESOLUTION NO. 586-98
BE IT RESOLVED, THAT ALL BILLS BE APPROVED FOR PAYMENT; AND
BE ff FURTHER RESOLVED, THAT $ 140,000.00 FROM EACH OF THE THREE (3) UTILITIES, (ELECTRIC, GAS,
WATER/SEWER) BE TRANSFERRED TO THE GENERAL FUND OPERATING ACCOUNT FOR CAPITAL IMPROVEMENT PROJECTS
AND THAT THE BUDGET OF THE GAS, ELECTRIC, WATER/SEWER AND GEN$-RAL FUND BE AMENDED TO REFLECT THE
TRANSFER.
