PRESENT WERE MAYOR JAMES P. Nix; COUNCILMEMBERS JOHN V. DUCK, MICHAEL A. FORD, DEBBIE W. QUINN, JEANETTE PUCKETT, AND WILLIAM H. JONES; AND CITY CLERK GENIECE W. JOHNSON. CITY ATTORNEY MARION E. WYNNE ARRIVED AT 5:32 PM. NO ONE WAS ABSENT. THERE BEING A QUORUM PRESENT, MAYOR NIX CALLED THE MEETING TO ORDER. COUNCILMEMBER JONES MOVED TO APPROVE MINUTES OF THE 10 NOVEMBER 1 997 REGULAR MEETING. SECONDED BY COUNCILMEMBER QUINN, MOTION PASSED UNANIMOUSLY. (ATTORNEY MARION E. WYNNE ARRIVED) COUNCILMEMBER DUCK MOVED TO ACCEPT A PROPOSAL FROM BELLSOUTH CELLULAR TO PLACE AN ANTENNA ON NICHOL STREET WATER TANK TO IMPROVE THE COVERAGE WITHIN DOWNTOWN FAIRHOPE. BELLSOUTH CELLULAR AGREE TO INCREASE OUR MINUTES OF USE FROM 3500 TO 6000 AS WELL AS PAY $500.00 PER MONTH. SECONDED BY COUNCILMEMBER JONES, MOTION PASSED UNANIMOUSLY. COUNCILMEMBER DUCK MOVED TO APPROVE A REQUEST FROM FAIRHOPE BOYS AND GIRLS CLUB TO HAVE A GARAGE SALE ON SATURDAY, 20 DECEMBER 1 997, FROM 9:00 AM TO 4:00 PM, IN THE NORTHEAST CORNER OF THE MUNICIPAL COMPLEX PARKING LOT. ALL PROCEEDS WILL GO TO FUNDING PROGRAM ACTIVITIES OF THE ROTARY BOYS AND GIRLS CLUB OF FAIRHOPE. SECONDED BY COUNCILMEMBER FORD, MOTION PASSED UNANIMOUSLY. COUNCILMEMBER PUCKETT MOVED TO ACCEPT THE LOW BID BY MOYER FORD, FOLEY, ALABAMA, PROVIDED ALL SPECIFICATIONS ARE MET. SECONDED BY COUNCILMEMBER JONES, MOTION PASSED UNANIMOUSLY. MAYOR NIX ANNOUNCED ONE 3-YEAR TERM FOR THE BOARD OF ADJUSTMENTS AND APPEALS ALTERNATE. COUNCILMEMBER PUCKETT MOVED TO REAPPOINT SUSAN CUNNINGHAM. SECONDED BY COUNCILMEMBER DUCK, MOTION PASSED UNANIMOUSLY. 2104- 24 NOVEMBER 1997 MAYOR NIX ANNOUNCED TWO 3-YEAR TERMS FOR THE TREE COMMITTEE. COUNCILMEMBER FORD MOVED TO REAPPOINT JOYCE STOWE, AND RAY DOMINEY. SECONDED BY COUNCILMEMBER QUINN, MOTION PASSED UNANIMOUSLY. OLD BUSINESS: COUNCILMEMBER JONES RECOMMENDED THAT THE COUNCIL CONSIDER ESTABLISHING A PERMANENT HISTORICAL COMMISSION. MAYOR NIX RECOMMENDED THAT BEFORE A PERMANENT COMMISSION IS ESTABLISHED THAT THERE BE A PUBLIC HEARING HELD DURING JANUARY 1 998, OUTLINING THE PARTICULARS OF THIS COMMISSION. COUNCILMEMBER QUINN REPORTED ON THE CHRISTMAS PARADE. THE PARADE WILL BE 5 DECEMBER 1 997, AT 7:00 PM. THERE WILL BE SPECIAL ENTERTAINMENT BY COCA -COLA.
