AT 5:30 P.m.; FAIRHOPE MUNICIPAL COMPLEX COUNCIL CHAMBER;
6 1 NORTH SECTION STREET; FAIRHOPE, ALABAMA 36532; ON
MONDAY. 27 OCTOBER 1997.
PRESENT WERE MAYOR NAMES P. Nix; COUNCILMEMBERS JOHN V.
DUCK, MICHAEL A. FORD, DEBBIE W. QUINN, JEANETTE PUCKETT, AND
WILLIAM H. JONES; CITY ATTORNEY MARION E. WYNNE AND CITY CLERK
GENIECE W. JOHNSON. NO ONE WAS ABSENT.
THERE BEING A QUORUM PRESENT, MAYOR NIX CALLED THE MEETING
TO ORDER. COUNCILMEMBER PUCKETT MOVED TO APPROVE MINUTES OF THE
1 3 OCTOBER 1997 REGULAR SESSION AS WRITTEN. SECONDED BY
COUNCILMEMBER JONES, MOTION PASSED UNANIMOUSLY.
MR. ELLIOTT LAUDERDALE, REPRESENTATIVE FOR THE FAIRHOPE AREA
SWIM TEAM PRESENTED THE COUNCIL WITH A CARD. THE SWIM TEAM THANKED
THE COUNCIL FOR MAKING THE 1997 G.M.S.D.L. CHAMPIONSHIP MEET
POSSIBLE BY REPAIRING DAMAGE TO THE POOL CAUSED BY HURRICANE
DAN NY.
COUNCILMEMBER DUCK INTRODUCED ORDINANCE NO. 1 024 IN
WRITING, AN ORDINANCE TO ANNEX FAIRHOPE SINGLE TAX CORPORATION
PROPERTY (LEASEHOLDER: FRED L. WATKINS JR. , AND TERESA C. WATKINS)
LOCATED AT 1022 1 GAYFER AVENUE EXTENSION. IN ORDER TO TAKE
IMMEDIATE ACTION, COUNCILMEMBER QUINN MOVED TO SUSPEND THE RULES.
SECONDED BY COUNCILMEMBER JONES, MOTION TO SUSPEND PASSED
UNANIMOUSLY BY THE FOLLOWING VOTE: AYE -DUCK, FORD, QUINN, NIX,
PUCKETT, AND JONES. NAY -NONE. COUNCILMEMBER DUCK THEN MOVED
FOR FINAL ADOPTION OF THE ORDINANCE NO. 1024. SECONDED BY
COUNCILMEMBER JONES, MOTION FOR FINAL ADOPTION PASSED UNANIMOUSLY
BY THE FOLLOWING VOTE: AYE -DUCK, FORD, QUINN, NIX, PUCKETT, AND
JONES. NAY -NONE.
COUNCILMEMBER PUCKETT INTRODUCED IN WRITING, AND MOVED FOR
THE ADOPTION OF THE FOLLOWING RESOLUTION. SECONDED BY
COUNCILMEMBER QUINN, MOTION PASSED UNANIMOUSLY.

A PUBLIC HEARING WAS HELD AS ADVERTISED ON THE REQUEST OF A
CLUB LIQUOR LICENSE BY NOELL BROUGHTON, DBA 1 4 SOUTH LOCATED AT
4 SOUTH CHURCH STREET. MR. BROUGHTON WAS PRESENT. NO ONE
PRESENT WAS OPPOSED TO THE LICENSE. THERE WAS POLICE APPROVAL OF
THE APPLICANT. COUNCILMEMBER FORD MOVED TO APPROVE THE ISSUANCE
OF THE LICENSE. SECONDED BY COUNCILMEMBER DUCK, MOTION PASSED
UNANIMOUSLY.
MAYOR NIX ANNOUNCED TWO 3-YEAR TERMS FOR THE BOARD OF
ADJUSTMENTS AND APPEALS. COUNCILMEMBER JONES MOVED TO REAPPOINT
CLAUDE PUCKETT AND JOE PETTIES. SECONDED BY COUNCILMEMBER QUINN,
MOTION PASSED BY THE FOLLOWING VOTE: AYE -DUCK, FORD, QUINN, NIX,
AND JONES NAY -NONE, ABSTAI N-PUC KETT.

SPECIFICATIONS ARE MET. SECONDED BY COUNCILMEMBER FORD, MOTION
PASSED UNANIMOUSLY.

MAYOR NIX ANNOUNCED THAT THERE WILL BE A SPECIAL COUNCIL
MEETING ON MONDAY 3 NOVEMBER, 1997 AT 4:45 PM. TO AWARD BIDS
FOR THE EMERGENCY WATERSHED PROTECTION.
AARON NORRIS REPORTED ON THE INSTALLATION OF THE NEW
TRANSFORMER, PLACED AT THE CORNER OF YOUNG STREET AND TWIN BEECH
ROAD. THE TRANSFORMER SHOULD BE UP AND RUNNING BY SPRING.
MAYOR NIX STATED THAT THE WASTEWATER TREATMENT PLANT, AND THE
ACTIVITY CENTER ARE COMING ALONG. THE DEDICATION SERVICE FOR THE
NEW RECREATION BUILDING WILL TAKE PLACE SOON.
AARON NORRIS ANNOUNCED THAT THE CHRISTMAS LIGHTS ARE BEING
PUT UP FOR THE HOLIDAY SEASON. THE LIGHTING OF THE TREES WILL BE
HELD NOVEMBER 20TH AT C:OO PM.
MR. BEN CRUITT, EDITOR AND PUBLISHER OF THE EASTERN SHORE
PRESS ADDRESSED THE COUNCIL REQUESTING PERMISSION TO DELIVER HIS
PAPER DIRECTLY TO HOMES IN FAIRHOPE. THE MAYOR STATED THAT THE
COUNCIL WOULD TAKE MR. CRUITT'S REQUEST UNDER ADVISEMENT.
HOWEVER, TO GRANT THE REQUEST THE LITTERING ORDINANCE WOULD HAVE
TO BE AMENDED.
THERE BEING NO FURTHER BUSINESS TO COME BEFORE THE COUNCIL
THE MEETING WAS DULY ADJOURNED AT 6:47 PM.
