NOTICE AND CALL OF SPECIAL MEETING
Notice is hereby given of a special meeting of the City Council of the City
of Fairhope, Alabama, to be held at the Fairhope Municipal Complex on
Monday, 29th of September, 1997, for the purpose of adopting of
Resolution 575-97.

CONSENT TO HOLDING OF MEETING
The undersigned members of the City Council of the City of Fairhope,
Alabama, do hereby acknowledge service of the Notice and Call of Special
Meeting hereinabove set forth and do hereby consent to the holding of such
meeting at such time in such place for the purpose set forth therein.

MONDAY, 29 SEPTEMBER 1 997,
PRESENT WERE MAYOR NAMES P. NIX; COUNCILMEMBERS JOHN V. DUCK,
MICHAEL A. FORD, DEBBIE W. QUINN, AND WILLIAM H. JONES; CITY CLERK GENIECE
W. JOHNSON. COUNCILMEMBER JEANETTE PUCKETT, AND CITY ATTORNEY MARION
E. WYNNE WERE ABSENT.
THERE BEING A QUORUM PRESENT, MAYOR NIX CALLED THE MEETING
TO ORDER.
COUNCILMEMBER FORD MOVED FOR THE ADOPTION OF THE FOLLOWING
RESOLUTION. SECONDED BY COUNCILMEMBER JONES, MOTION PASSED
UNANIMOUSLY.

WHEREAS, THE CITY OF FAIRHOPE RECOGNIZES THAT THE RESIDENTS OF FAIRHOPE AND BALDWIN COUNTY,
AS WELL AS THE MANY VISITORS WHO VACATION IN SOUTH BALDWIN COUNTY, AS WELL AS THE DESPERATE NEED OF
EVACUATION ROUTES LEADING FROM PLEASURE ISLAND AND SOUTH BALDWIN COUNTY NORTHWARD TO AREA INTERSTATE
HIGHWAYS TO ALLOW FOR THE ORDERLY AN EXPEDITIOUS EVACUATION OF RESIDENTS AND VISITORS IN THE EVENT OF
HURRICANES, TROPICAL STORMS OR OTHER EMERGENCIES; AND
WHEREAS, IT HAS BEEN BROUGHT TO OUR ATTENTION THAT THE ALABAMA DEPARTMENT OF TRANSPORTATION
HAS RELEASED A DRAFT OF THE "SURFACE TRANSPORTATION IMPROVEMENT PROGRAM" (STIP) FOR THE STATE WHICH
WILL COVER THE PERIOD OF 1 998-2002 AND REMAINS AVAILABLE FOR COMMENT; AND
WHEREAS, THE CITY OF FAIRHOPE REMAINS EXTREMELY CONCERNED THAT THERE REMAIN VERY FEW HIGHWAY
PROJECTS SLATED WITHIN BALDWIN COUNTY DURING THE DURATION OF THE STIP; AND
WHEREAS, THE CITY OF FAIRHOPE URGES THE ALABAMA DEPARTMENT OF TRANSPORTATION REVISE THEIR
CURRENT DRAFT OF THE STIP TO INCLUDE THE COMPLETION OF THE EVACUATION ROUTE LEADING FROM PLEASURE
ISLAND, REFERRED TO AS THE PERDIDO PASS PARKWAY AND EAST FOLEY CORRIDOR, AND RUNNING NORTH TO
INTERSTATE 10 AND THE COMPLETION OF THE EVACUATION ROUTE WHICH CONSISTS OF THE FOUR-LANING OF COUNTY
ROAD 27, AND RUNNING TO INTERSTATE 10, REFERRED TO AS THE EASTERN SHORE CORRIDOR; AND
BE IT RESOLVED THAT THE CITY OF FAIRHOPE RESPECTFULLY REQUESTS THE ALABAMA DEPARTMENT OF
TRANSPORTATION REVISE THE CURRENT DRAFT OF THE "SURFACE TRANSPORTATION IMPROVEMENT PROGRAM" TO
INCLUDE THE EVACUATION ROUTE LEADING FROM PLEASURE ISLAND AND THE EVACUATION ROUTE KNOWN AS THE
EASTERN SHORE CORRIDOR WHICH WILL GREATLY BENEFIT THE PEOPLE OF BALDWIN COUNTY AND ITS MAY VISITORS BY
REDUCING TRAFFIC CONGESTION AND PROVIDING FOR THE ORDERLY AND EXPEDITIOUS EVACUATION OF RESIDENTS IN
THE EVENT OF AN EMERGENCY.
ADOPTED THIS THE 29TH DAY I)F SEPTEMBER, 1997.
