AT 5:30 P.M.; FAIRHOPE MUNICIPAL COMPLEX COUNCIL CHAMBER;
1 6 1 NORTH SECTION STREET; FAIRHOPE, ALABAMA 36532; ON
MONDAY, 24 MARCH 1 997,
PRESENT WERE MAYOR NAMES P. NIX; COUNCILMEMBERS JOHN V.
DUCK, MICHAEL A. FORD, DEBBIE W. QUINN, JEANETTE PUCKETT, AND
WILLIAM H. JONES; CITY ATTORNEY MARION E. WYNNE AND DEPUTY CITY
CLERK GENIECE W. JOHNSON. CITY CLERK EVELYN P. PHILLIPS WAS ABSENT.
THERE BEING A QUORUM PRESENT, MAYOR NIX CALLED THE MEETING
TO ORDER. COUNCILMEMBER JONES MOVED TO APPROVE MINUTES OF THE
1 2 MARCH 1997 REGULAR SESSION AS WRITTEN. SECONDED BY
COUNCILMEMBER QUINN, MOTION PASSED UNANIMOUSLY.
MR. LARRY THOMAS AND MR. CHARLES INGERSOLL WITH FAIRHOPE
SINGLE TAX CORPORATION PRESENTED TO THE MAYOR AND COUNCIL A DEED
TO 24 PLUS ACRES OF LAND AT NO COST TO THE CITY OF FAIRHOPE. THE
LAND IS LOCATED JUST EAST OF THE FAIRHOPE HIGH SCHOOL. THE CITY WILL
BE RESPONSIBLE FOR THE DEVELOPMENT OF AND FOR MAINTAINING THE LAND
AS A RECREATION PARK FOR THE CITIZENS OF OUR FAIR COMMUNITY WITH A
COMPLETION DATE OF NOT MORE THAN THREE YEARS. THE PARK SHALL BE
NAMED "FAIRHOPE FOUNDERS RECREATION PARK."
COUNCILMEMBER FORD MOVED TO ADOPT THE DOCUMENTATION FROM FSTC.
SECONDED BY COUNCILMEMBER DUCK, MOTION PASSED UNANIMOUSLY.
COUNCIL CONTINUED TO DISCUSS AN ORDINANCE TO REGULATE OPEN-
AIR BURNING. THE ORDINANCE WAS REVISED TO APPLY TO THE FIRE
JURISDICTION ONLY, AND PERMITS MAY BE OBTAINED BY A PHONE CALL.
AFTER SOME DISCUSSION, COUNCILMEMBER PUCKETT INTRODUCED THE
ORDINANCE WHICH WILL BE CONSIDERED FOR FINAL ADOPTION AT THE NEXT
REGULAR MEETING.
A PUBLIC HEARING WAS HELD AS ADVERTISED ON THE REQUEST OF A
CLUB LIQUOR LICENSE BY WILLIAM HAROLD AVANT, DBA CATAHOULA'S,
LOCATED AT 1 875 1 COUNTY ROAD 27. (FORMERLY W. T. WALLY'S STORE)
NO ONE PRESENT WAS OPPOSED TO THE LICENSE. THERE WAS POLICE
APPROVAL OF THE APPLICANT. COUNCILMEMBER FORD MOVED TO APPROVE
THE LICENSE. SECONDED BY COUNCILMEMBER JONES, MOTION PASSED
UNANIMOUSLY.

COUNCIL REVIEWED AN APPLICATION FOR A RESTAURANT LIQUOR
LICENSE BY ANGELA D. CANARELA, DBA CANARELA'S COTTAGE CAFE,
406 PINE AVENUE. NO ONE PRESENT WAS OPPOSED TO THE LICENSE.
THERE WAS POLICE APPROVAL OF THE APPLICANT. COUNCILMEMBER DUCK
MOVED TO APPROVE THE LICENSE. SECONDED BY COUNCILMEMBER JONES,
MOTION PASSED UNANIMOUSLY.
COUNCIL REVIEWED AN APPLICATION FOR A BEER ON/OFF PREMISES
LICENSE BY WILLIE FOSTER, DBA THE BISCUIT KING CAFE, 1 984 1 QUAIL
CREEK DRIVE (QUAIL CREEK GOLF SNACK BAR). NO ONE PRESENT WAS
OPPOSED TO THE LICENSE. THERE WAS POLICE APPROVAL OF THE
APPLICANT. COUNCILMEMBER PUCKETT MOVED TO APPROVE THE LICENSE.
SECONDED BY COUNCILMEMBER FORD, MOTION PASSED UNANIMOUSLY.
COUNCILMEMBER PUCKETT MOVED TO APPROVE AN APPROPRIATION OF
$3,000.00 TO THE VOLUNTEER FIRE DEPARTMENT TO SEND FIREMEN TO
THE FIRE COLLEGE THIS YEAR. SECONDED BY COUNCILMEMBER QUINN,
MOTION PASSED UNANIMOUSLY.
COUNCILMEMBER DUCK MOVED TO APPROVE INSURANCE COVERAGE ON
THE FOLLOWING VOLUNTEER FIREMEN: DALE SUTTON, WILLLIAM UTLEY, KEVIN
CARNLEY, JOHN R. SMITH, AND DANA ACKERMAN. SECONDED BY
COUNCILMEMBER QUINN, MOTION PASSED UNANIMOUSLY.
COUNCILMEMBER FORD MOVED TO APPROVE THE RESERVE OFFICER
ROSTER, DATED 1 3 MARCH 1997. THIS LIST TURNED INTO THE CITY CLERK
AS THE OFFICIAL RESERVE OFFICER ROSTER. SECONDED BY
COUNCILMEMBER DUCK, MOTION PASSED UNANIMOUSLY.
