STATE OF ALABAMA
COUNTY OF BALDWIN
The City Council, City of Fairhope, met in regular session
at 5:30 pm; Fairhope Municipal Complex Council Chamber;
161 North Section Street; Fairhope, Alabama 36532; on
Monday, 11 July 1994.
Present were Councilmembers John V. Duck, Michael A. Ford,
David E. Bishop, Jeanette Puckett, and Layton Overstreet;
City Attorney Marion E. Wynne; and City Clerk Evelyn P. Phillips.
Mayor James P. Nix was absent.
Mayor Pro Temp John V. Duck presided in the absence of Mayor
Nix.
There being a quorum present, Mayor Pro Temp Duck called
the meeting to order. Minutes of the 27 June 1994 regular
session were duly approved.
Council discussed a written request from the Alabama Affiliate
of the American Diabetes Association to again hold their Tour
de Cure bicycle trip fund raiser at the Municipal Pier. The
date requested is Saturday, 29 April 1995. Councilwoman
Puckett moved to approve the request provided the Association
co-ordinate with our Police Department. Seconded by Councilman
Overstreet, motion passed unanimously.
Council gave final consideration to Ordinance No. 961, an
ordinance to amend Section 7-7(a)(1) of the City Code by
redefining "reinspection" and revising reinspection fees. This
ordinance was introduced at the last regular session on
27 June 1994. Councilman Bishop moved for final adoption of
Ordinance No. 961. Seconded by Councilman Ford, motion passed
unanimously by the following vote: AYE -Duck, Ford, Bishop,
Puckett, and Overstreet. NAY -none.
Councilwoman Puckett introduced an ordinance in writing to
amend Sections 8-10 and 8-26 of the City Code by increasing the
issuance fee on business licenses and by increasing the penalty
for doing business without a license. This ordinance will be
given final consideration at the next regular session.

There was a No Bid from Bell & Company, Mobile; and No Responses
from Delco Supply, Louisville, KY; Heavy Duty Electric,
Mt. Vernon, IL; Jemilco, Inc., Jacksonville, AR; Stoughton &
Associates, Birmingham, and United Utility Co -Op, Prattville.
It is recommended to accept the low bid of $22,240 actual cost
and $43,336 evaluated cost by Brasfield Sales of Birmingham.

Councilman Bishop moved -to accept the low bid by Brasfield Sales,
provided all specifications are met. Seconded by Councilman
Overstreet, motion passed unanimously.

There was a No Bid from Bell & Company, Mobile; and No Responses
from Delco Supply, Louisville, KY; Heavy Duty Electric,
Mt. Vernon, IL; Jemilco, Inc., Jacksonville, AR; Stoughton &
Associates, Birmingham; United Utility Co -Op, Prattville; and
Leer Services, Inc., Cape Girardeau, MO.
It is recommended to accept the low bid of $30,860 actual cost
and $67,040 evaluated cost by Brasfield Sales of Birmingham.

Councilman Bishop moved to accept the low bid by Brasfield Sales,
provided all specifications are met. Seconded by Councilman
Ford, motion passed unanimously.
Councilwoman Puckett moved to pay bills as presented.
Seconded by Councilman Ford, motion passed unanimously.

At a request from the Airport Board, Councilman Ford moved
to hear the following business not on the Agenda. Seconded by
Councilman Overstreet, motion passed unanimously:
Airport Chairperson Sue Mason advised that the Federal
Aviation Administration (FAA) has notified the Board that
our grant application for extending the aircraft ramp and
access road at Fairhope Municipal Airport is first in line
to be funded. The grant will involve over 10,000 sq.ft. of
asphalt and all associated grading and drainage work. The
grant is 907o FAA, 57o State, and 57o City, exact cost will be
determined in the final engineering work -up. Councilwoman
Puckett moved to authorize Mayor Nix to continue to pursue
this grant. Seconded by Councilman Ford, motion passed
unanimously. ***
There being no further business, meeting was duly adjourned
at 5:39 pm.
