HomeMy WebLinkAbout02-14-1994 Regular Meeting1529 STATE OF ALABAMA 0 COUNTY OF BALDWIN 0 The City Council, City of Fairhope, met in regular session at 5:30 pm; Fairhope Municipal Complex Council Chamber; 161 North Section Street; Fairhope, Alabama 36532; on Monday, 14 February 1994. Present were Mayor James P. Nix; Councilmembers John V. Duck, Michael A. Ford, David E. Bishop, Jeanette Puckett, and Layton Overstreet; City Attorney Marion E. Wynne and City Clerk Evelyn Phillips. No one was absent. There being a quorum present, Mayor Nix called the meeting to order. Minutes of the 24 January 1994 regular session were duly approved. A Public Hearing was held as advertised on property owners Anne Gordan, Philip Stenzel, and Joan Murphy's request to vacate an unimproved but platted cul de sac at the west end of Gayfer Court. A number of people were present and many questions came up that could not be satisfactorily answered. Councilman Ford moved to lay the request on the table until the property owners (Gordan) could clear up some misunder- standings and return to the Council for a continuation of the hearing. Seconded by Councilman Bishop, motion passed unanimously. Council reviewed an application for a Beer Off -Premises License and a Wine Off -Premises License by Mary Watkins, dba MARY WATKINS PLACE, 648B Fairland Avenue. No one present was opposed to the license, however, the police did not approve the applicant. The business is also located in a residential area just outside the city limits. After discussion, Council- woman Puckett moved to deny the application. Seconded by Councilman Duck, motion passed unanimously. There also was no one present to speak for the application. Mayor Nix advised there was a vacant position on the Planning and Zoning Commission and he would like to nominate Mrs. Debbie Quinn. There being no other nominations, Councilman Ford moved to appoint Mrs. Quinn for a 6-year term. Seconded by Councilman Bishop, motion passed unanimously. Councilman Bishop moved to proclaim Thursday, February 24th, as Arbor Day in the City of Fairhope. Seconded by Councilman Overstreet, motion passed unanimously. There will be a program at City Hall beginning at 10:00 am that morning and free tree seedlings will be given away. 14 February 1994 1530 Street & Trash Superintendent Tim Kant advised there are still a lot of people who are not following the regulations on when and how to put out garbage and trash for pickup. Kant went over the various problem areas and asked the press to help publicize what is being done incorrectly and what can be done to comply with the ordinance. The next step, according to Kant, is to start imposing fines. Councilman Overstreet moved to pay bills as presented. Seconded by Councilman Duck, motion passed unanimously. Mayor Nix said he would like to recognize and commend the NARFE (National Association of Retired Federal Employees) organization for their outstanding work in the "Adopt -A -Mile" litter -free program. He said NARFE is about the only organ- ization still keeping their "mile" litter -free, and the City gives them a big Thanks! Meeting was duly adjourned at 6:05 pm. Jamfs P. Nix, Mayor
