HomeMy WebLinkAbout11-08-1993 Regular Meeting1508 STATE OF ALABAMA 0 COUNTY OF BALDWIN 0 The City Council, City of Fairhope, met in regular session at 5:30 pm; Fairhope Municipal Complex Council Chamber; 161 North Section Street; Fairhope, Alabama 36532; on Monday, 8 November 1993. Present were Mayor James P. Nix; Councilmembers John V. Duck, Michael A. Ford, David E. Bishop, Jeanette Puckett, and Layton Overstreet; and City Clerk Evelyn P. Phillips. City Attorney Marion E. Wynne was absent. There being a quorum present, Mayor Nix called the meeting to order. Minutes of the 25 October 1993 regular session were duly approved. Councilman Overstreet reported his committee (Ford and Rutherford) had investigated the need for 2-hour Parking Signs as requested by the Downtown Merchants Association. They agree with the request and Councilman Overstreet moved to have the Signs posted: On Church Street in front of The Guest House; on the east side of Church Street at St. James Avenue intersection; next to Papa's Pizza on Church Street; in front of 51 South Church Street; and on the west side of South Section Street, between DeLaMar and Masonic Drive. Seconded by Councilman Duck, motion passed unanimously. Consulting Engineer Ack Moore reported on the progress of the 1993 Public Improvements Assessments Project: Rock Creek, Woodlands, and Estella Drive sections will be substantially complete this week. The Greenbrier section will begin sewer line work this week and should move faster after that is complete. He asked the Council to consider and act on two Change Orders. After discussion, Councilman Duck moved to hear the business not on the Agenda. Seconded by Councilman Ford, motion to hear passed unanimously: Moore explained Change Order #2, Division "C", Brunson Nichols contract, was to cover a change from PVC pipe to ductile pipe with a $4,402.00 cost increase. Councilman Bishop moved to approve CO #2. Seconded by Councilman Duck, motion passed unanimously. Change Order #3, Division "A", H.O. Weaver contract, covered several items to be changed for erosion control with a $3,850.24 increase. Councilman Ford moved to approve CO #3. Seconded by Councilwoman Puckett, motion passed unanimously. Moore also reported the Gas, Water, and Sewer line relocations on US 98 (State Hiway widening project) are moving along very rapidly. 8 November 1993 1509 Councilman Overstreet introduced in writing, and moved for the adoption of, the following resolution. Seconded by Councilman Ford, motion passed unanimously: RESOLUTION NO. 5�3- 93 BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF FAIRHOPE, ALABAMA, THAT THE FOLLOWING 1993 HOLIDAYS WILL BE OBSERVED BY ALL CITY PERSONNEL EXCEPT EMERGENCY EMPLOYEES: VETERANS DAY - THURSDAY, NOVEMBER 11 THANKSGIVING - THURSDAY & FRIDAY NOVEMBER 25 & 26 CHRISTMAS - CLOSE AT NOON THURSDAY CLOSE ALL DAY FRIDAY DECEMBER 23 & 24 NEW YEARS DAY - FRIDAY, DECEMBER 31 DULY ADOPTED THIS 8TH DAY OF NOVEMBER, 1993. After discussion, Councilwoman Puckett moved to accept the low bid of $14,118, provided all specifications are met, for a new AC unit installed only. (The old air handler can be used.) Seconded by Councilman Overstreet, motion passed unanimously. Councilman Overstreet moved to pay bills as presented. Seconded by Councilman Duck, motion passed unanimously. Two local businessmen, Bob Bendik and Jim Griffin, addressed the Council regarding the YMCA request mentioned at the last regular session on 25 October. They own fitness center type businesses and they asked the Council to consider them before taking any action toward aiding a competitor (YMCA) to come to Fairhope.
