HomeMy WebLinkAbout12-10-1990 Regular Meeting1152 STATE OF ALABAMA COUNTY OF BALDWIN The City Council, City of Fairhope, met in regular session at 5:30 pm; Fairhope Municipal Complex Council Chamber; 161 North Section Street; Fairhope, Alabama 36532; on Monday, 10 December 1990. Present were Mayor James P. Nix; Councilmembers Roy C. White, Jeanette Puckett, David E. Bishop, Michael A. Ford, and John V. Duck; City Attorney Marion E. Wynne and City Clerk Evelyn Phillips. No one was absent. There being a quorum present, Mayor Nix called the meeting to order. Minutes of the 26 November 1990 regular session were duly approved. Mrs. Sue Mason, Chairperson of the Airport Board, came before the Council with two Board approved requests: (a) that Mr. Pete Douglas, Coastal Air Transport, be changed from a General Fixed Base Operator status to a Special Fixed Base Operator who provides only air taxi and air freight operations, single and multi -engine flight instruction, and aircraft rental; and (b) that the city attorney be authorized to work with the Board Chairperson in preparing a lease between the City and Coastal Air Transport. After some discussion, Councilman Bishop moved to approve both requests. Seconded by Councilman Ford, motion passed unanimously. The prepared lease will be presented for Council approval at a later date. Attorney Wynne reported to Council that he needed a little more research time on the suggested ordinance to make it un- lawful for persons to take materials set out for the City's recycling pickup. It is possible that this is covered under existing ordinances, but Mr. Wynne wants to talk with other cities about the matter before offering a final recommendation. Council took the following action on bids: TRENCHER - GAS DEPARTMENT: VENDOR Ditch Witch of Mobile Vermeer Sales, P'cola COST DELIVERY $331,770.47 10 days No Bid Ditch Witch of B'ham $35,862.50 14 days It is recommended to accept the low bid by Ditch Witch of Mobile, all specifications being met.--W.Smith, Purch Agt. --S.Clemens, Gas Supt. Councilman Duck moved to accept the low bid as recommended, provided all specifications are met. Seconded by Councilwoman Puckett, motion passed unanimously. 10 December 1990 1153 RADIO BASE STATION - POLICE DEPARTMENT: VENDOR COST DELIVERY Motorola, Inc Mobile $ 65,866.50 8 weeks Ra-Da-Tel Company Daphne $ 52,100.00 15-18 weeks It is recommended to accept the low bid by Ra-Da-Tel, all specifications being met.--W.Smith, Purch Agt. --Chief Jerry Anderson Councilman Bishop moved to accept the low bid as recommended, provided all specifications are met. Seconded by Councilman Duck, motion passed unanimously. Council discussed a proposal from Fairhope First, a city- wide civic association, concerning their providing the City with "Welcome" flags and flags imprinted with the City Seal to be used on special occasions at various locations in town. Mayor Nix appointed Councilmembers White (as Chairman) and Puckett and Building Official Bob Lunsford to serve as a committee to work with Mr. David Beaudoin, Chairman of Fairhope First's Flag Committee,on this proposal and report their recommendation to Council as soon as ready. Mayor Nix recognized Baldwin County Commissioner Wendy Allen as a visitor. Ms. Allen complimented the Council on the beautiful downtown area's Christmas decorations. Mr. Johnny Matthews said he would like to thank the City for allowing the Optimists Club to use the city lot on Section Street for their Christmas Tree sales again this year; and he also wanted to thank Councilman Ford for addressing the Club recently on the City's Recycling Program.
