COUNTY OF BALDWIN
The City Council, City of Fairhope, met in regular session
at 5:30 pm; Fairhope Municipal Complex Council Chamber;
161 North Section Street; Fairhope, Alabama 36532; on
Monday, 2S September 1989.
Present were Mayor James P. Nix; Councilmembers Roy C.
White, Jeanette Puckett, David E. Bishop, Michael A. Ford,
and Barney L. Shull; City Attorney Marion Wynne and City
Clerk Evelyn Phillips. No one was absent.
There being a Quorum present, Mayor Nix called the meeting
to order. Minutes of the 11 September 1989 regular session
were duly approved.
Before continuing with the Agenda, Mayor Nix presented the
following members of the Fairhope Police Reserve and members
of the Fairhope Search & Rescue Squad for special recognition.
These men and women have just completed 150 hours of training,
over the past 18 months, at the Southwest Alabama Police Academy.
All of them are volunteers and the training hours were personal
time donated by them. A Certificate of Appreciation from the
City was presented to each of them:

Council reviewed a Restaurant Liquor License application by
Billy Troy Wilkerson, dba SUNYI ORIENTAL CAFE, 77 South Section
Street. This is same type license held by the Sharecropper's
Cafe formerly located at this address. No one present was
opposed to the license. There was police approval of the appli-
cant. Councilman Ford moved to approve the application.
Seconded by Councilman Shull, motion passed unanimously.
Council reviewed a Beer On/Off Premises License application
by Janice H. Weston, dba FAIRHOPE BOWLING CENTER, 2S4 Greeno Road.
This is the same type license issued to a former owner. No
one present was opposed to the license. There was police approval
of the applicant. Councilman Shull moved to approve the appli-
cation. Seconded by Councilwoman Puckett, motion passed
unanimously.
Councilwoman Puckett moved to amend the current Budget as
presented. Seconded by Councilman White, motion passed
unanimously.

Council discussed the exchange of a small strip of pro-
perty belonging to Mr. George DuBrock for a small strip of
city property, each strip located in the Gayfer Court/Section
Street area, to correct an encroachment problem of long
standing. A building on Mr. DuBrock's property was erected
some 60 years ago on city property. Mr. DuBrock offers to
exchange a strip of land 5.5 ft wide along the west boundary
of North Section Street for a small strip of equal size (550sgft)
and value belonging to the City which is part of the alley
running along the north end of Mr. DuBrock's property. After
some discussion, Councilman Bishop introduced an ordinance
authorizing the exchange of property which will be given final
consideration at the next regular session. Councilman White
moved to let the record show that all legal expenses involved
with the exchange is to be borne by Mr. DuBrock. Seconded by
Councilman Bishop, motion passed unanimously.
Councilman Shull moved to hear the following business not
on the Agenda. Seconded by Councilman Ford, motion passed
unanimously:
Councilman Shull moved to have a special resolution pre-
pared and sent to the Baldwin County Commissioners notifying
them of the Mayor & Council's whole -hearted belief that the
County satellite Courthouse in Fairhope should not be closed
as the Commissioners indicated they would have to do on
November 17th. Seconded by Councilman Ford, motion passed
unanimously.
Councilman White moved to hear the following business not
on the Agenda. Seconded by Councilman Shull, motion passed
unanimously:
Ack Moore, Moore Engineering Associates, asked if the
Council would accept the streets in Quail Creek Estates for
maintenance. Councilman Bishop moved to have a resolution
prepared accepting these streets as soon as the Council is
given written certification from Gen. Supt. Rutherford and
Building Official Lunsford that several items of required
work has been done. Seconded by Councilman Ford, motion
passed unanimously.
Meeting was.duly adjourned at 6:10 pm.
