HomeMy WebLinkAbout06-26-1989 Regular Meeting1032 STATE OF ALABAMA X COUNTY OF BALDWIN X The City Council, City of Fairhope, met in regular session at 5:30 pm; Fairhope Municipal Complex Council Chamber; 161 North Section Street; Fairhope, Alabama 36532; on Monday, 26 June 1989. Present were Mayor James P. Nix; Councilmembers Roy C. White, Jeanette Puckett, David E. Bishop, Michael A. Ford, and Barney L. Shull; City Attorney Marion Wynne and City Clerk Evelyn Phillips. No one was absent. There being a quorum present, Mayor Nix called the meeting to order. Minutes of the 12 June 1989 regular session were duly approved. Ms. Barbara Roman, of Recycled Resources, presented a feasibility study for the Council's consideration on recycling of waste; particularly aluminum containers, glass containers, and paper waste. Ms. Roman's report offered options as to what type of program the City might adopt, its projected costs, and planning for the future. Mayor Nix appointed Councilmen Shull, Bishop, and Ford as a special committee to study the report and make a recommendation to the Council at the last July regular session for consideration. Councilman Bishop introduced, and moved for the adoption of, the following resolution. Seconded by Councilman White, motion passed unanimously: (Res. No. 290-8? on next page...) 26 June 1989 1033 RESOLUTION N0. 0090- 89 WHEREAS, The ALABAMA FORESTRY RESOURCE CENTER has decided to build a Forestry Learning Center to educate the public about forest resources; and WHEREAS, the Mobile Delta is one of the most productive forest resources in Alabama; and WHEREAS, Meaher State Park, on the US 98 Causeway, is Alabama's gateway park to the Mobile Delta and located five minutes from the busiest Interstate Highway (I-10) in Alabama (16 million cars/year);and WHEREAS, Meaher State Park is also located only fifteen minutes from two of Alabama's largest and most productive paper mills (International Paper and Scott Paper); and WHEREAS, Meaher State Park is a valuable asset to all of Baldwin County and the State of Alabama; THEN, THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF FAIRHOPE, ALABAMA, That the Alabama Forestry Resource Center is hereby requested to locate the Forestry Learning Center at Alabama's delta park, the Meaher State Park. ADOPTED THIS 26th DAY OF JUNE, 1989. x, Mayor y vier Councilman Ford introduced Ordinance No. 837, an ordinance authorizing the sale of unneede real property, a wooden barn - type structure, located on the southwest corner of the Airport property. This structure was on the property purchaselfor the FAA Airport Project and proceeds would go back into the project funds. In order to take immediate action, Councilman Shull moved to suspend the rules. Seconded by Councilwoman Puckett, motion to suspend passed unanimously by the following vote: AYE - White, Puckett, Nix, Bishop, Ford, and Shull. NAY - none. Councilman Ford then moved for final adoption of Ordinance No. 837. Seconded by Councilman Bishop, motion to final adopt passed unanimously by the following vote:. AYE - White, Puckett, Nix, Bishop, Ford, and Shull. NAY - none. 26 June 1989 1034 Councilman Ford introduced Ordinance No. 8381 an ordinance authorizing the Mayor and City Clerk to execute a warranty statutory deed conveying the within described property (the road from County Road #27 to Quail Creek Municipal Golf Course) to the public -at -large for use as a public road. In order to take immediate action, Councilman Shull moved to suspend the rules. Seconded by Councilman Bishop, motion to suspend passed unanimously by the following vote: AYE - White, Puckett, Nix, Bishop, Ford, and Shull. NAY - none. Councilman Ford then moved for final adoption of Ordinance No. 838. Seconded by Councilman Bishop, motion to final adopt passed unanimously by the following vote: AYE - White, Puckett, Nix, Bishop, Ford, and Shull. NAY - none. Councilman White introduced Ordinance No. 839, an ordinance declaring within described real property as unneeded for public or municipal purpose and authorizing the Mayor and City Clerk to execute a deed on said unneeded property from the City to Quail Creek Joint Venture, a joint venture composed of Do-Leen, Inc., and Quail Creek Associates, Inc. (this is the "triangle" of land at the Golf Course swapped to QCJV in exchange for real property at the same location of similar size and value.) In order to take immediate action, Councilman Shull moved to suspend the rules. Seconded by Councilman Bishop, motion to suspend passed unanimously by the following vote: AYE - White, Puckett, Nix, Bishop, Ford, and Shull. NAY - none. Councilwoman Puckett then moved for final adoption of Ordinance No. 839. Seconded by Councilman Ford, motion to final adopt passed unanimously by the following vote: AYE - White, Puckett, Nix, Bishop, Ford, and Shull. NAY - none. Mayor Nix advised that Jim Gaston had resigned from the Airport Board and an appointment was needed for his unexpired term to May, 1990. Mayor and Councilmembers expressed their regret at losing Mr. Gaston and commended his long and faithful service to the Board since its establishment in the Sixties. Councilwoman Puckett nominated Ernest "Pete" Douglas to fill the position. There being no other nominations, Councilman moved the nominations be closed and Mr. Douglas appointed by acclamation. Secon ded by Councilman Shull, motion passed unanimously. Councilman Ford moved to approve the bills as presented, (additional May bills received after the June 12 session and included in the June 20th checks.) Seconded by Councilwoman Puckett, motion passed unanimously. Meeting was duly adjourned at 6:08 pm. _ Jame Pix, Mayor City C rk
