HomeMy WebLinkAbout04-10-1989 Regular Meeting1013 STATE OF ALABAMA X COUNTY OF BALDWIN X The City Council, City of Fairhope, met in regular session at 5:30 pm; Fairhope Municipal Complex Council Chamber; 161 North Section Street; Fairhope, Alabama 36532; on Monday, 10 April 1989. Present were Mayor James P. Nix; Councilmembers Roy C. White, Jeanette Puckett, David E. Bishop, Michael A. Ford, and Barney L. Shull; City Attorney Marion Wynne and City Clerk Evelyn Phillips. No one was absent. There being a quorum present, Mayor Nix called the meeting to order. Minutes of the 27 March 1989 regular session were duly approved. Councilman Shull introduced, and moved for the adoption of, the following resolution. Seconded by Councilman Ford, motion passed unanimously: RESOLUTION NO. 280-89 BE IT RESOVED BY THE GOVERNING BODY OF THE CITY OF FAIRHOPE, ALABAMA, That we, the Mayor and Councilmembers, whole-heartedly support and commend The Honorable Guy Hunt, Governor of the State of Alabama, in his initiative to attract Retirees to our State and particularly to our community. ADOPTED THIS loth DAY OF APRIL, 1989. Councilman Bishop asked if anything more can be done about the littering situation north of town. Council reviewed appropriate City Code sections and State Code sections; consensus was we have adequate legislation but need more strict enforcement. Anyone who throws trash from a vehicle makes that vehicle's driver liable if the act is seen by a policeman; if a citizen sees the violation, that citizen must not only report the act but must swear out a warrant. Street Supt. Tim Kant reported that his trash people have begun calling on people who continue to put their trash in the street or on a vacant lot, warning them they are going to be fined if trash is not placed properly and secured against being scattered by winds, animals or children. People were again asked to place trash for pickup only one day before trash pickup day each week. 10 April 1989 1014 Council reviewed the following bids on ten all -electric Golf Carts: VENDOR CASH PRICE LEASE-PURCH PRICE DELIVERY E- Z-Go Montgomery $ 27,675 Powermaster,Inc Troy $ 21,580 Club Car, Inc $ 38,640 (644.00 month) 60 days $ 28,146 (469.10 " ) 30 days $ 22,250 $ 29,028 (483.80 " ) 30 days Duncan Golf Carts Baton Rouge,La MELEX 412 $ 23,900 $ 32,365 (537.75 " ) 14 days MELEX 252 $ 19,900 $ 26,865 (447.75 " ) 14 days It is recommended to accept the low bid from Duncan Golf Carts, model MELEX 252, which meets all specifications except requested "beige" color for which they offer 'off-white" color. Phil Rutherford, Supt. Bobby Hall, Golf Dir. Wayne Smith, PurchAgt Councilman White introduced, and moved for the adoption of, the following resolution. Seconded by Councilwoman Puckett, motion passed unanimously: RESOLUTION NO. 281-89 BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF FAIRHOPE, ALABAMA, That a contract be executed with DUNCAN GOLF CARTS of Baton Rouge, Louisiana, for the lease -purchase of ten (10) MELEX 252 Golf Carts, for use by the Quail Creek Municipal Golf Course, at a total price, including interest, of $26,865.00, payable in sixty (60) monthly installments of $447.75 as per their bid, with color of 'off-white" accepted. ADOPTED THIS loth DAY OF APRIL, 1989. i 1-12 lA/ A'L _ a (��_JamP. Nix, Mayor City C11ark 10 April 1989 1015 Councilwoman Puckett moved to delete Gene Fuqua fvom the Volunteer Firemen's roster. Mr. Fuqua is retiring after fifteen years service. Seconded by Councilman White, motion passed unanimously. Councilman Bishop moved to hear the following business not on the Agenda. Seconded by Councilman Shull, motion passed unanimously: Mayor Nix advised that Baldwin County Commission Chairman Borden Morrow had contacted him regarding the City's taking over building inspections in our police jurisdiction. All Baldwin County municipalities are being offered this proposition by the County. Mayor Nix advised that at least one person would have to be employed to cover the new territory and we do not, at this time, know what amount of revenue will be produced. Councilman Shull moved to take the request under advisement until the next meeting. Seconded by Councilman Ford, motion passed unanimously. Mayor Nix advised a new sewer collector line is needed because of the recent growth of the City on the east boundary. He asked for authority to contract with an engineering firm to plan and oversee construction of a line to run from Fairhope Avenue & Ingleside Street west to the existing Wastewater Treatment Plant. After discussion, Councilman Bishop introduced, and moved for the adoption of, the following resolution. Seconded by Councilwoman Puckett, motion passed unanimously: RESOLUTION NO. 282-89 BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF FAIRHOPE, ALABAMA, That Mayor James P. Nix is authorized to negotiate and execute a contract with an engineering firm for the planning & construction of a SEWER COLLECTOR LINE from Fairhope Avenue $ Ingleside Street west to the Wastewater Treatment Plant. ADOPTED THIS 10th DAY OF APRIL A 1989. A" Councilman White moved to pay bills as presented. Seconded by Councilman Ford, motion passed unanimously. Meeting was duly adjourned at 5: 1 pm. Q.
