COUNTY OF BALDWIN
The City Council, City of Fairhope, met in regular session
at 5:30 pm; Fairhope Municipal Complex Council Chamber;
161 North Section Street; Fairhope, Alabama 36532; on
Monday. 23 January 1989.
Present were Mayor James P. Nix; Councilmembers Roy C. White,
Jeanette Puckett, David E. Bishop, Michael A. Ford, and
Barney L. Shull; City Attorney Marion Wynne and City Clerk
Evelyn Phillips. No one was absent.
There being a quorum present, Mayor Nix called the meeting
to order. Minutes of the 9 January 1989 regular session
were duly approved.
Ms. Beverly Jennings and Mr. Mickey Wiley of the Baldwin
County Electric Membership Corporation made a presentation of
their annual check for a business license. Ms. Jennings said
there were approximately 800 accounts in our police'jurisdictio
and the check totaled $4,552.23.
Councilman Bishop introduced, and moved for the adoption of,
the following resolution. Seconded by Councilman Ford, motion
passed unanimously:
RESOLUTION NO. 277-89
WHEREAS, The City of Fairhope did collect $49,217.00
for business licenses from concerns located
in the Police Jurisdiction of the City; and
WHEREAS, The Fairhope Police Department did expend the
sum of $122,536.00 for police protection; and
the Volunteer Fire Department did expend the
sum of $49,389.00 for fire protection; in
the Police Jurisdiction of the City; THEN THEREFORE
BE IT RESOLVED That the expense of fire and police protection
in the Police Jurisdiction of the City of Fairhope, Alabama,
did exceed the revenue from business licenses issued to
locations in said Police Jurisdiction.

Mr. Maxwell Killoch addressed the Council on two subjects,
traffic on residential streets and plans for recycling waste
materials. Mr. Killoch asked for a traffic study to deter-
mine the amount of commercial and non-commercial traffic use
of US 98 which goes through town on Section Street to Fels
Avenue to Mobile Street in order to re -direct the commercial
traffic. Mr. Killoch suggested a "by-pass" or truck route
straight down Greeno Road to County Road 44 if the study
showed a heavy commercial use of the present route. Mr.
Killoch presented some statistics on the growing problems
of waste management and suggested plans should be made on
ways to recycle local trash and/or garbage. The Council
thanked Mr. Killoch for his interest and information. The
traffic question will be studied and the recycling of waste
materials is already being looked into.

Councilwoman Puckett introduced, and moved for the adoption of,
the following resolution accepting Water Products Company's
low bid. Seconded by Councilman Shull, motion passed unanimously:
RESOLUTION NO. 278-89
BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF
FAIRHOPE, ALABAMA, That contract for the steel casing
to be used to run sewer line under State Highway 98,
County Road 3 and County Road 32; CDBG Project No.
LR-CM-PF-87-032; be awarded to WATER PRODUCTS COMPANY
of Mobile, Alabama, in the amount of $3,058.00.
ADOPTED THIS 23rd DAY OF JANUARY, 1989.
Mayor Nix proclaimed Wednesday, February 22nd,as ARBOR DAY
in the City. A special program will be announced soon.
Mayor Nix also advised that Faulkner State Junior College
has 1,713 winter quarter students and 800 of them will be
attending the Fairhope campus.
