HomeMy WebLinkAbout01-09-1989 Regular Meeting994 STATE OF ALABAMA X COUNTY OF BALDWIN The City Council, City of Fairhope, met in regular session at 5:30 pm; Fairhope Municipal Complex Council Chamber; 161 North Section Street; Fairhope, Alabama 36532; on Monday. 9 January 1989. Present were Mayor James P. Nix; Councilmembers Roy C. White, Jeanette Puckett, David E. Bishop, Michael A. Ford, and Barney L. Shull; City Attorney Marion Wynne and City Clerk Evelyn Phillips. No one was absent. There being a quorum present, Mayor Nix called the meeting to order. As he prepared to continue with the Agenda, Councilwoman Puckett asked to be recognized for a surprise presentation....a special resolution prepared and unanimously adopted by the Council in honor of Mayor James P. Nix: RESOLUTION NO. 276-89 WHEREAS James P. Nix has served this community well for many years in many capacities in civic and social clubs as well as in his political career which started on the Fairhope City Council in 1968 leading to his service as Mayor since 1972; and WHEREAS, these years of service have been marked by exemplary dedication to the best interests of the community as he has worked constantly for the betterment of its economic, cultural and aesthetic development; and has been very instrumental in preparing Fairhope for future growth; and WHEREAS, he has earned the admiration and high respect of those with whom he has come into contact, and the affection of his fellow public servants who are proud to call him "friend"; and WHEREAS, his performance of the sometimes difficult duties and responsibilities as"Mayor has been characterized by excellent and construtive contributions to Municipal Government; NOW, THEREFORE BE IT RESOLVED That, on behalf of all our citizens, the City Council for the City of Fairhope does hereby express our sin- cere appreciation and heartfelt thanks to MAYOR JAMES P. NIX for his distinguished service to the community, and highly commend him for the manner in which he carries out his duties and responsibilities; and extend to him best wishes for con- tinued success in this new term as Mayor, and looks forward 9 January 1989 99S Councilwoman Puckett then presented a beautifully framed copy of this special Resolution by the Governing Body of the City to .Mayor Nix. She then went on to say that Sunday, January 29th, will be MAYOR NIX DAY in the City of Fairhope and the public is invited to a special reception at the Civic Center in his honor on that day. More details will be announced in the media next week. Mayor Nix was taken totally by surprise and declared a small recess before continuing with business. As the session continued, minutes of the 27 December 1988 regular session were duly approved. A public hearing was held as advertised on the rezoning request by the Estate of Walter Wilson, changing the R3 (High Density Single Family Residential) zoning on their property at 205 Bishop Road to RS (High Density Multi -Family Residential). The Planning & Zoning Commission recommended approval of the rezoning. There was no one present in opposition to the rezoning. Councilman Bishop introduced Ordinance No. 824, an ordinance to rezone the property. In order to take imme fate action, Councilman Shull moved to suspend the rules. Seconded by Councilwoman Puckett, motion to suspend passed unanimously by the following vote: AYE - Nix, White, Puckett, Bishop, Ford, and Shull. NAY - none. Councilman Bishop then moved for final adoption of Ordinance No. 824. Seconded by Councilman Shull, motion to .final adopt passed by the following vote: AYE - Nix, White, Puckett, Bishop, and Shull. NAY - none. ABSTAIN - Ford. Council took the following action on two ordinances intro- duced at the last regular session: Councilman White moved for final adoption of Ordinance No. 82S9 an ordinance establishing the grade on portions o Quail Creek Drive and Windmill Loop. Seconded by Councilman Shull, motion to adopt passed unanimously. Councilman Ford moved for final adoption of Ordinance No. 826, an ordinance amending Chapter 14 of the Fairhope Cow Ordinances by establishing responsibility for, position of,- and size of, house and business property address numbers; adoption to include stipulation that Section 1 is to read as follows: "SECTION 1. It is the responsibility of residential and business property owners to properly display the correct house or business property address, by number, in a conspicuous place in the front of the building, clearly in view from the street." Seconded by.Councilman Shull, motion to adopt passed unanimously. Vernon,IL $ 25,492.00 9-14 wks Eval Cost: $47,988.40 'Mack Electric, Dothan $ 219548.00 8 wks Eval Cost: $43,997.60 Recommend acceptance of lowest evaluated cost by Mack Electric Supply Company of Dothan. ---A. Norris, Elec Supt ---W. Smith, Purch. Agt. Councilman Bishop moved to accept the lowest evaluated cost bid by Mack Electric Company at $21,548.00. as recommended. Seconded by Councilman Shull, motion passed unanimously. For insurance purposes, Councilwoman Puckett moved to delete the following persons from the Volunteer Firemens roster: Herbert Fuqua (retired), Bill Czukor, and Bill Haynes. Seconded by Councilman White, motion passed unanimously. Councilman White moved to pay bills as presented. Seconded by Councilwoman Puckett, motion passed unanimously.
