HomeMy WebLinkAbout12-27-1988 Regular Meeting992 STATE OF ALABAMA COUNTY OF BALDWIN The City Council, City of Fairhope, met in regular session at 5:30 pm; Fairhope Municipal Complex Council Chamber; 161 North Section Street; Fairhope, Alabama 36532; on Tuesday, 27 December 1988. This meeting was rescheduled from the regular meeting day on Monday, because of the Christmas Holiday observed on that day, December 26th, at the December 12th regular session. Present were Mayor James P. Nix; Councilmembers Roy C. White, Jeanette Puckett, David E. Bishop, Michael A. Ford, and Barney L. Shull; City Attorney James Reid and City Clerk Evelyn Phillips. No one was absent. There being a quorum present, Mayor Nix called the meeting to order. Minutes of the 12 December 1988 regular session were duly approved. Mayor Nix announced that Police Chief Henry Nolte;, after thirty years and three months service, is retiring effective January 1; and City Attorney James Reid is resigning effective January 1 to take his new position as newly -elected Circuit Judge, State of Alabama 28th Judicial Circuit. Because of these changes, the following appointee positions had been delayed to this time instead of being done at the usual October Organizational session: For Chief of Police, Mayor Nix asked for approval of the appointment of Assistant Chief Jerry Anderson. Councilman Ford moved to approve the appointment. Seconded by Councilman Shull, motion passed unanimously. For City Clerk -Treasurer, Mayor Nix asked for approval of the re -appointment of Evelyn P. Phillips. Councilwoman Puckett moved to approve the appointment. Seconded by Councilman White, motion passed unanimously. For City Attorney & Prosecutor, Mayor Nix asked for approval of the appointment of Marion E. Wynne, Jr. Councilman Bishop moved to approve the appointment. Seconded by Councilman Shull, motion passed unanimously. For Municipal Judge, Mayor Nix asked.for approval of -the appointment of James E. Smith. Councilman White moved to approve the appointment. Seconded by Councilwoman Puckett, motion passed unanimously. All appointments are effective 1 January 1989. 27 December 1988 993 For insurance purposes, Councilman White moved to approve the following additions and deletions to the Volunteer Firemen's roster: ADD: Larry Odom, Terry Cubitt, Ken Brown, Mark Bass, and Scott Clemens. DELETE: Brian Gilliland, Jay Nelson, and Scott Emery. Seconded by Councilman Ford, motion passed unanimously. Councilman Shull introduced, and moved for the adoption of, the following resolution. Seconded by Councilman Ford, motion passed unanimously: RESOLUTION NO. 275-88 BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF FAIRHOPE, ALABAMA, That Mayor James P. Nix is hereby authorized to negotiate funding for the 1989 Public Improvements Assessments Project and to contract with an engineering firm to act as the City's engineer on said project.. ADOPTED THIS 27th DAY OF DECEMBER, 1988. ame P. Nix, Mayor City C erk Councilman Bishop introduced an ordinance fixing and establishing the grade of a certain portion of Quail Creek Drive and Windmill Loop; and the grade of the curbs of such portion of said streets. This Grade Ordinance will be given consideration for final adoption at the next regular session. Council considered a proposed ordinance which would amend Fairhope's Code of Ordinances, Chapter 14, by the addition of certain provisions concerning House and Business Addresses in the City of Fairhope. The ordinance will require property addresses be clearly displayed on the front of buildings, by three-inch numbers, and will provide for a penalty for non- compliance. After discussion, Councilman White introduced the ordinance as written with the words "and/or tenants" striken from Section 1.
