COUNTY OF BALDWIN Z
The City Council, City of Fairhope, met in regular session
at 5:30 pm; Fairhope Municipal Complex Council Chamber;
161 North Section Street; Fairhope, Alabama 36532; on
Monday, 14 November 1988.
Present were Mayor James P. Nix; Councilmembers Roy C.
White, Jeanette Puckett, David El. Bishop, Michael A. Ford,
and Barney L. Shull; City Attorney James Reid and City
Clerk Evelyn Phillips. No one was absent.
There being a quorum present, Mayor Nix called the meeting
to order. Minutes of the 24 October 1988 regular session were
duly approved.
A public hearing was held on the annexation and zoning of
a parcel of Fairhope Single Tax Corporation (Gavin Hunter,
Leaseholder) property located on'Troyer Road. No one present
was opposed to the R2 Medium Density Single Family Residential
zoning requested concurrent with *nexation. There was an
approval recommendation by.the Planning $ Zoning Commission.
Councilman Bishop introduced Ordinance No. 815 to annex and
zone. In order to take immediate action, Councilman Shull
moved to suspend the rules. Seconded by Councilman Ford,
motion to suspend passed unanimously by the following vote:
AYE - Nix, White, Puckett, Bishop, Ford, and Shull. NAY - none.
Councilman Bishop then moved for final adoption of Ordinance
No. 815. Seconded by Councilwoman Puckett, motion to final
adopt passed unanimously by the following vote: AYE - Nix,
White, Puckett, Bishop, Ford, and Shull. NAY - none.

property owned by the Quail Creek Joint Venture Corporation
located adjacent to the Municipal Golf Course. No one present
was opposed to the R2 zoning requested concurrent with annex-
ation. There was an approval recommendation,by the Planning
& Zoning Commission. Councilman Shull introduced Ordinance
No. 816 to annex and zone. In order to take immediate action,
Councilwoman Puckett moved to suspend the rules. Seconded by
Councilman Ford, motion to suspend passed unanimously by the
following vote: AYE - Nix, White, Puckett, Bishop, Ford, and
Shull. NAY - none. Councilman Shull then moved for final
adoption of Ordinance No. 816. Seconded by Councilman Ford,
motion to final adopt passed unanimously by the following vote:
AYE - Nix, White, Puckett, Bishop, Ford, and Shull. NAY - none.

property owned by the DO-LEEN CORPORATION located adjacent to
the Municipal Golf Course. No one present was opposed to the
R2 zoning requested concurrent with annexation. There was an
approval recommendation by the Planning & Zoning Commission.

Councilman Shull introduced Ordinance No. 817 to annex and
zone. In order to take immediate action, Councilwoman Puckett
moved to suspend the rules. Seconded by Councilman Ford,
motion to suspend passed unanimously by the following vote:
AYE - Nix, White, Puckett, Bishop, Ford, and Shull. NAY - none.
Councilman Shull then moved for final adoption of Ordinance
No. 817. Seconded by Councilman Ford, motion to final adopt
passed unanimously by the following vote: AYE - Nix, White,
Puckett, Bishop, Ford, and Shull. NAY - none.
Mayor Nix then moved down the Agenda to Item #7 to hear
a request by Mr. Ken Gibson and Mr. George Dyson from the
Organic School. The School is ready to begin construction at
their new location and they requested Council approve the
waiver of building permits and utility connection fees. Council-
man White moved to waive the permits and fees but not any
required business and job licenses. Seconded by Councilman
Shull, motion passed unanimously.
Councilman Shull introduced, and moved for the adoption of,
the following resolution. Seconded by Councilwoman Puckett,
motion passed unanimously:

BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF FAIRHOPE
That the following 1988 HOLIDAYS will be observed by all
City Personnel except emergency employees:.
THANKSGIVING - Thursday & Friday, Nov 24 & 25

CHRISTMAS - 1/2 Day on Friday, Dec 23 and
1 Day on Monday, Dec 26
NEW YEARS DAY - 1 Day on Monday, Jan 2

Council reviewed the following bids opened by the Purchasing
Department:

Councilman White moved to accept the low bid from Davis Meter
Company, provided all specifications are met. Seconded by
Councilman Shull, motion passed unanimously.
FOR ANEW SEWER PUMP STATION
Only one bid was entered. Jim House & Associates of
Birmingham offered a Gorman -Rupp Lift Station for
$38,897.00. Recommend accept. W. Smith, Purch. Agt.
Councilman White moved to accept the bid, provided all
specifications are met. Seconded by Councilwoman Puckett,
motion passed unanimously.
Councilman Bishop introduced Ordinance No. 818, an ordi-
nance requested by the Fairhope Public Library to establish
a fine for refusal to return Library property after notifi-
cation. In order to take immediate action, Councilman Shull
moved to suspend the rules. Seconded by Councilman Bishop,
motion to suspend passed unanimously by the following vote:
AYE - Nix, White, Puckett, Bishop, Ford, and Shull. NAY - none.
Councilman Bishop then moved for.final adoption of Ordinance
No. 818. Seconded by Councilman Shull, motion to final adopt
passed unanimously by the following vote: AYE - Nix, White,
Puckett, Bishop, Ford, and Shull. NAY - none.
Councilwoman Puckett moved to pay bills as presented.
Seconded by Councilman White, motion passed unanimously.
Meeting was duly adjourned at 5:47 pm.
