HomeMy WebLinkAbout10-03-1988 Regular Meeting•e• STATE OF ALABAMA X COUNTY OF BALDWIN The City Council, City of Fairhope, met in special and regular session at 5:30 pm; Fairhope Municipal Complex Council Chamber; 161 North Section Street; Fairhope, Alabama 36532; on Monday, 3 October 1988. This was the Organizational Meeting for the new term, 1988-1992, and the first regular session for the month of October. There will be no regular session on October loth; the next Council session will be on October 24th. This is also the first time in the City's history that an incumbent Mayor and all five incumbent Councilmembers were unopposed and automatically returned to office without holding an election. Present were Mayor James P. Nix; Councilmembers Roy C. White, Jeanette Puckett, Michael A. Ford, and Barney L. Shull; City Attorney James Reid and City Clerk Evelyn P. Phillips. Councilman David E. Bishop was absent. There being a quorum present, Mayor Nix called the meeting to order and welcomed the many friends and family members attending this special meeting. Mayor Nix introduced The Reverend Paul W. Martin, Pastor of the First Baptist Church of Fairhope, who gave the invocation. Mayor Nix then introduced Harry J. Wilters, Jr., Presiding Circuit Judge of the 28th Judicial Circuit of the State of Alabama, who administered the Oath of Office to Mayor Nix and the four Councilmembers present. A framed Certificate of Appreciation was presented to Judge Wilters whose re- tirement will become effective.at the close of the year. The Mayor and Council then took their places at the Council table and proceeded with business. Minutes of the 26 September 1988 regular session were duly approved. Councilman Shull introduced an ordinance establishing the time, place, and rules of procedure for Council Meetings. This ordinance will receive final consideration at the next regular session. Mayor Nix offered the following list of appointments to the position of Mayor Pro Tempore, based on councilmembers senority, for Council approval. Councilman Ford moved for approval. Seconded by Councilman Shull, motion passed unanimously: 3 October 1988 970 Mayor Pro Tempore: 10/1/88 - 7/31/89: Bishop 8/l/89 - 5/31/90: White 6/1/90 - 3/31/91: Ford 4/1/91 - 12/31/91: Shull 1/1/92 - 9/30/92: Puckett Mayor Nix then offered the following list of assignments to Committees for Council approval. Councilwoman Puckett moved for approval. Seconded by Councilman Shull, motion passed unanimously: Gas, Water & Sewer - Shull Electric $ Library - Bishop Recreation & Parks - Ford Finance $ Audit - Puckett Streets, Court $ Fire- White Councilman White moved for all public officials and city personnel to continue in their present positions until final appointments can be made. Seconded by Councilman Shull, motion passed unanimously. Mayor Nix advised that the proposed 1988-1989 City Budgets had been delivered to the Council last week for study for consideration at this meeting. The budget calls for estimated total revenues of $11,588,156.00, expenditures of $11,239,083.00, and an excess of revenues over expenses of $349,073.00. Councilwoman Puckett introduced, and moved for the adoption of, the following resolution to approve and adopt the proposed budgets. Seconded by Councilman Ford, motion passed unanimously: (Resolution No. 267-88 on next page) 971 RESOLUTION NO. -,947-YY BE IT RESOLVED by the Mayor and Council of the City of Fairhope, Alabama, that the proposed Budget pre- sented and reviewed this 3rd day of October, 1988, be hereby approved and adopted for FY 1988-1989; and BE IT FURTHER RESOLVED that Mayor James P. Nix is appointed Superintendent of Utilities at an annual salary of $14,400.00; payable $400.00 each month from the Electric Fund, $400.00 each month from the Gas Fund, and $400.00 each month from the Water & Sewer Fund; and BE IT FURTHER RESOLVED that the Annual Salaries. of City Personnel shall be as shown on a list entitled "Annual Salaries of All City Personnel - Resolution No. 1474VI ; said list filed in the Office of the Mayor, of the City Clerk, and of the Personnel Director; and BE IT FURTHER RESOLVED that the Mayor be authorized to enter into a contract with the Eastern Shore Chamber of Commerce to promote the City of Fairhope. The contract shall be for one (1) year, 1 October 1988-30 September 1989, but may be canceled at any time. Contract shall call for a payment to the Eastern Shore Chamber of Commerce of $100.00 per month from the General Fund and $100.00 per month from each of the Utility funds; or $4,800 for the one-year term. ADOPTED THIS 3rd DAY OF OCTOBER, 1988. Councilman White introduced, and moved for the adoption of, the following resolution. Seconded by Councilman Shull, motion passed unanimously: (Resolution No. 268-88 on next page) 3 October 1988 972 RESOLUTION NO. 268-88 BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF FAIRHOPE, ALABAMA, That the Mayor is hereby authorized to contract with the BALDWIN COUNTY ROAD & BRIDGE DEPARTMENT for the resurfacing of approximately twelve (12) miles of city streets; the asphalt to be purchased at State or County bid price, whichever is less.
