COUNTY OF BALDWIN
The City Council, City of Fairhope, met in regular session
at 5:30 pm; Fairhope Municipal Complex Council Chamber,
161 North Section Street, Fairhope, Alabama 36532, on
Monday, 11 April 1988.
Present were Mayor James P. Nix; Councilmembers Roy C.
White, Jeanette Puckett, David E. Bishop, Michael A. Ford,
and Barney L. Shull; City Attorney James Reid and City
Clerk Evelyn Phillips. No one was absent.
There being a quorum present, Mayor Nix called the
meeting to order. Minutes of the 28 March 1988 regular
session were duly approved.
Mayor Nix announced that George L. and Helen McKee of
Daphne have presented, for use at the Quail Creek Municipal
Golf Course, a painting depicting.two quail. The artist
is the daughter of Mr. and Mrs. McKee, Jean McKee Williams.
The painting will hang in the new Course Clubhouse.
Council reviewed an application for a Restaurant Liquor
License by Jimmy Saloom, dba MAGNOLIA BAR AND GRILL,
800 North Section Street. The application is due to a
change in ownership. No one present opposed the license.
There was police approval. Councilman Ford moved to approve
the issuance of the license. Seconded by Councilman Shull,
motion passed unanimously.
Council reviewed an application for a Club Liquor License
by Harry P. Johnson, dba WINSLOW'S CAFE CLASSIC, INC.,
69 South Greeno Road (Eastern Shore Shopping Center). No one
present opposed the license. Mr. Johnson presented proof
of the required publications. There was police approval.
Councilman White moved to approve the issuance of the license.
Seconded by Councilwoman Puckett, motion carried by the
following vote: AYE - White, Puckett, Ford, Shull. NAY -
Bishop.
Mayor Nix advised Council that the Farmers Home Ad-
ministration is offering to discount the 1982-83 bonds
on our waterline if we are interested in refinancing the
debt. The $2,488,000 balance due could be reduced to
$11715,000 but the new debt would be for 20 years and
the yearly payments would increase, possibly by $12,000.
Council will discuss this at a later meeting, after more
information is available.
The Mayor also advised Council that the Corridor 98
group has made a large donation to the City to purchase
Crape Myrtle and Live Oak trees to be planted along

Highway 98. The trees have been purchased and planted by
the City Street Department.
Councilwoman Puckett moved to pay bills as presented.
Seconded by Councilman Shull, motion passed unanimously.
Councilman White asked that a minute of silent prayer
be observed in honor of long-time Fairhopian Mrs. Olive
Piney Gaston who passed away on Sunday, April 10th, at
the age of 93.
Afterward, Mayor Nix advised that the next Council
session will fall on April 25th. The Town of Fairhope
was incorporated on April 25, 1908. No special plans
have been made to mark this 80th anniversary.
Meeting was duly adjourned at 5:39 pm.
