The City Council, City of Fairhope, met in regular session
at 5:.30 pm; Fairhope Municipal Complex Council Chamber,
161 North Section Street, Fairhope, Alabama 36532; on
Monday, 28 March 1988.
Present were James P. Nix, Mayor; Councilmembers Roy C.
White, Jeanette Puckett, David E. Bishop, Michael A. Ford,
and Barney L. Shull; City Attorney James Reid and City
Clerk Evelyn Phillips. No one was absent.
There being a quorum present, Mayor Nix called the
meeting to order. Minutes of the 14 March regular session
were duly approved.
Councilman Shull moved for final adoption of Ordinance
No. 804, an ordinance numbering council places for the
municipal election. Seconded by Councilman Bishop, motion
passed unanimously.
Council reviewed an application for a Beer Off -Premises
license and a Wine Off -Premises license by C. E. (Gene)
Tillman, President of GLD,Inc., dba TILLMAN'S CORNER QUIK
STOP, located at intersection of Fairhope Avenue extension
(County #48) and County #27. No one present was opposed to
the licenses. There was police approval. Councilwoman
Puckett moved to approve the licenses. Seconded by Councilman
Ford, motion passed unanimously.
Council discussed an unsafe building at 666 Morphy Avenue
belonging to Fairhope Single Tax Corporation leaseholders
Robert Allsman, William L. Richmond, and John Bethea.
Councilman White moved to authorize the City Attorney to
begin condemnation procedure, with all costs to be paid by
above property owners, if building is not removed by them
in the next ten (10) days. Seconded by Councilman Bishop,
motion passed unanimously.
A county -wide economic development plan prepared by
the University of South Alabama for the Baldwin County
Commission was discussed. Councilman Ford moved to approve
the concept. Seconded by Councilwoman Puckett, motion
passed unanimously.
A lady asked if Pier Street had been changed from single-
family dwelling zoning to multi -family. She was advised
thatall rezoning requests must go before the Planning $
Zoning Commission and the Council and no such request has
been approved.

Mr. Ralph Hinz asked if the City could set aside a
plot of land where citizens could plant rose bushes in
memorials with plaques. Councilman White raised questions
as to upkeep and expenses. Mr. Hinz was reminded of the
Tree Fund memorials plan. Mayor Nix said he would discuss
the idea with Street Supt. Tim Kant.
Councilman Shull advised that the Municipal Golf Course
will open on Monday, 4 April 1988. A formal opening is being
planned for the near future.
Meeting was duly adjourned at 5:43 pm.
