HomeMy WebLinkAbout02-22-1988 Regular Meeting919 STATE OF ALABAMA COUNTY OF BALDWIN The City Council, City of Fairhope, met in regular session at 5:30 p.m.; Fairhope Municipal Complex Council Chamber, 161 North Section Street; Fairhope, Alabama 36532 on Monday, 22 February 1988, at 5:30 P.M. Present were Mayor James P. Nix; Councilmembers Roy C. White, Jeanette Puckett, Michael A. Ford, Barney L. Shull and David E. Bishop; City Attorney James Reid and Acting City Clerk Betty Rivenbark. There being a quorum present, Mayor Nix called the meeting to order. Minutes of the 8 February regular session were duly approved as written. The Mayor recognized Mary Lou Luckie, who was present to talk about the Arts & Crafts and the streets they wished to have closed for this year (March 18, 19,20). She said they would like to close Fairhope Avenue from Church Street to School Street and portion of Section Street from the Police Station to Delamare Street. Barry Gaston came in at this time and provided the Council with a map showing the streets. Mrs. Luckie said they were going to have a large tent at the intersection of Bancroft Street this year to house the restaurant association, this is the reason for the extra room they are requesting. Mr. White asked about the availability of the fire trucks with this arrange- ment. Tim Kant responded that station #2 will be used during Arts & Crafts. Mr. White asked if the Police De- partment had any problem with what they are asking. Jerry Anderson said they had been to talk to him and he saw no problem. Barney Shull moved that the Chamber be authorized to block off the streets they requested, and further amended his motion to include blocking off Church Street from Oak Street to Bancroft for the Art Association to use. Jeanette Puckett seconded, and motion carried unanimously. The Mayor presented the 1986-87 Audit report at this time, done by S.F. Parker & Co., with the comment that it is evidence of Fairhope's excellent financial condition. Barney Shull moved that we officially accept as presented by S.F. Parker the 1986-87 audit and complimented S.F. Parker for their excellent work. Roy White seconded and motion carried unanimously. The police department had obtained some "child restraint safety seat" signs and is asking that they be allowed to place the signs on the stop signs in the City in strategic locations to bring attention to this most important safety precaution. Jeanette Puckett moved that this be allowed, Mike Ford seconded and motion carried unanimously. 920 Council made the following Board appointments and reappo'( - ments: RECREATION BOARD - Councilman Ford moved to reappoint Barney Shull to a 5 year term. Seconded by Councilman White motion passed unanimously. PERSONNEL BOARD - Councilman White nominated Mr. E.Jack Kirk to serve on the Personnel Board. There being no other nom- inations, Barney Shull seconded and motion passed unanimously. PARKING AUTHORITY - Councilman Ford nominated Mr. Bill Baldwin to fill the unexpired term Of Mr. E.B. Gwin (to January 1990) There being no other nominations, Barney Shull moved to appoint Mr. Baldwin. Jeanette Puckett seconded and motion carried unanimously. The Council discussed amending Ordinance in the -City Code Section 2-21 pertaining to compensation of the Mayor and Council. Councilman Bishop said he thought this was long overdue and said he would like to recommend raising the Mayor's salary from $7,200.00 to $14,400.00 a year and the Council's from $2,400.00 to $3,600.00 a year. Councilman White introduced an ordinance with the new salaries recommended beginning after the 1st Monday in October. In order to take immediate action on the ordinance, Councilwoman Puckett moved to suspend the rules. Seconded by Councilman Shull, motion to suspend was unan- imously approved by the following vote: AYE- White, Ford Puckett, Shull, Bishop and Nix. NAY - none. Councilman White moved for final adoption of ORDINANCE NO. 803. Seconded by Councilwoman Puckett, motion passed unanimously by the following vote: AYE - White, Puckett, Ford, Shull, Bishop and Nix.
