HomeMy WebLinkAbout02-08-1988 Regular Meeting915 STATE OF ALABAMA X COUNTY OF BALDWIN X The City Council, City of Fairhope, met in regular session at 5:30 P.M.; Fairhope Municipal Complex Council Chamber, 161 North Section Street; Fairhope, Alabama 36532 on Monday, 8 February 1988. Present were Mayor James P. Nix; Councilmembers Roy C. White, Jeanette Puckett, Michael A. Ford, and Barney L. Shull; City Attorney James Reid and City Clerk Evelyn Phillips. Councilman David E. Bishop was absent. There being a quorum present, Mayor Nix called the meeting to order. Minutes of the 25 January regular session and the 3 February special session were duly approved. A public hearing was held as advertised on the rezoning request by the Fairhope Single Tax Corporation and the Marietta Johnson School of Organic Education on property located on Pecan Street. The Planning & Zoning Commission recommended approval of the zone change from Ml Light Industrial to R2 Medium Density Single Family Residential. No one present was opposed to the rezoning. After discussion, Councilman White introduced an ordinance to rezone as requested. In order to take immediate action on the ordinance, Councilman Shull moved to suspend the rules. Seconded by Councilman Ford, motion to suspend was unanimously approved by the following vote: AYE - White, Puckett, Ford, Shull, and Nix. NAY - none. Councilman White then moved for final adoption of ORDINANCE NO. 802. Seconded by Councilman Shull, motion passed unanimously by the following vote: AYE - White, Puckett, Ford, Shull, and Nix. NAY - none. Council reviewed proposed addendums to the Walter Marine, Inc. , leases, both theoriginal (boatyard) lease and the marina (boat stalls) lease. Among-: other changes, the addendums will allow one insurance policy for both agreements, allow the assignment from Walter Marine, Inc., to Eastern Shore Marine, Inc., change some renewel options and periods to obtain cer- tain permits, and establish rules and penalities on land- scaping, tree protection, buffers, debris, etc. A number of citizens from Sea Cliff Drive were present and participated in the discussion. On a suggestion by Councilman White, the Mayor asked City Building Official Bob Lunsford to maintain a photographic record of the work done at the marina -Before, During, and After. Councilman White moved to approve the lease addendums. Seconded by Councilman Ford, motion passed unanimously. A Beer Off -Premises License application by Edwin Tony Chavers, dba SAILING SYSTEMS, INC., located at 831 North Section Street,.was discussed. Councilman Shull moved to 8 February 1988 916 approve issuance of the license. motion passed unanimously. Seconded by Councilman Ford, Council took action on the following bid items: FOR SPECIAL-EOUIPPED TRUCK BODY - GAS DEPT. Birmingham $ 2,747.00 70 days General Truck Equipment Birmingham $ 2,749.00 45 days Councilwoman Puckett moved to accept the low bid from Truck Equipment Sales Company, provided all specifications are met. Seconded by Councilman Shull, motion passed unanimously. Seconded by Councilman Shull, motion passed unanimously. 8 February 1988 917 FOR TWO (2) POLICE CARS VENDOR TOTAL COST DELIVERY Gaston Ford Daphne $259512.00 --- Steber Chevrolet Daphne $27,495.00 180 days It is recommended to accept Steber Chevrolet bid as Gaston Ford bid does not meet specifications. --Wayne Smith, Purch. Agt. Councilwoman Puckett moved to accept lowest bid meeting speci- fications, from Steber Chevrolet. Seconded by Councilman White, motion passed unanimously. Councilman White gave a feasibility report on the City's spraying for mosquitos. Mr. White and Mr..Rutherford feel the City can spray about 12 hours a week for 40 weeks a year at a cost of about $24,289 as opposed to about $30,240 which would be the cost of having this spraying done by the County. The estimated city cost is based on one truck with an operator and the necessary supplies. Bids were requested on a mosquito sprayer unit and there was only one bidder: Adapco, Inc., of Orlando, Florida. The Model 1600 unit will cost $5,500.. Councilman White moved that this bid be accepted and that the budget be amended to set aside about $30,000 in the street department for the mosquito spraying program. The sprayer unit, chemicals, and the costs of the truck and driver are to be charged against this $30,000. Councilman Shull seconded the motion which passed unanimously. Seconded by Councilwoman Puckett, motion passed unanimously: 8 February 1988 918 <\ RESOLUTION NO. 247-88 BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF FAIRHOPE, ALABAMA, that the Mayor and City Clerk are hereby authorized to execute the necessary documents to Lease Purchase from POWERMASTER, INC., fifty (50) Golf Carts on a 60-month plan at $1,989.42 per month; making a total purchase of $119,365.20, at an interest rate of 9.17 per cent; for use at the Quail Creek Municipal Golf Course; and BE IT FURTHER RESOLVED that the Mayor and City Clerk are authorized to advance to Quail Creek Municipal Golf Course funds up to a maximum of $250,000, depending on need. These funds to be repaid on a 60-month payment schedule, at an interest rate of 9.17 percent; payments to commence no later than six (6) months after Opening Day, with accelerated re- payment permitted if warranted by Course revenue before any additional expansions or capitol purchases are made. ADOPTED THIS 8th DAY OF FEBRUARY, 1988. ty The Mayor and Council proclaimed Wednesday, February 24th, to be Arbor Day in the City of Fairhope. A special program is planned for the day, at the Municipal Complex beginning at 9:00 a.m. Free Seedlings will be given away. Councilman White moved to pay bills as presented.
