HomeMy WebLinkAbout01-25-1988 Regular Meeting• , • STATE OF ALABAMA X COUNTY OF BALDWIN X The City Council, City of Fairhope, met in regular session at 5:30 P.M.; Fairhope Municipal Complex Council Chamber, 161 North Section Street; Fairhope, Alabama 36532; on Monday, 25 January 1988. Present were Mayor James P. Nix; Councilmembers Roy C. White, Jeanette Puckett, David E. Bishop, Michael A. Ford, and Barney L. Shull; City Attorney James Reid and City Clerk Evelyn Phillips. No one was absent. There being a.quorum present, Mayor Nix called the meeting to order. Minutes of the 11 January 1988 regular session were duly approved. Mrs. Beverly Jennings, Mr. Jerry Truss, and Mr. Mickey Wiley, representing Baldwin County Electric Membership Corporation, presented the City a check for $4,490.23 for 1988 business license. The Mayor and Council made a special presentation to former Fire Chief Mike Rejczyk. A plaque expressing appre- ciation for Mr. Rejczyk's outstanding service as Chief of the Volunteer Fire Department in 1974, 1975, 1985, 1986, and 1987 was presented. Council reviewed the following bids on utility poles: FOR TWENTY 30'. FIFTEEN 40'. Smith, Purch. Agt. Councilman Bishop moved to accept the Huxford Pole $ Timber Company bid. Seconded by Councilman Shull, motion passed unanimously. 25 January 1988 910 Councilman Ford introduced, and moved for the adoption of, the following Resolution. Seconded by Councilwoman Puckett, motion passed unanimously: RESOLUTION N0. 245-88 WHEREAS, The City of Fairhope did collect $ 46,935 for business licenses from concerns located in the Police Jurisdiction of the City; and WHEREAS, The Fairhope Police Department did expend the sum of $ 124,810 for police protection; and the Volunteer Fire Department did expend the sum of $ 93,274 for fire protection; in the Police Juris iction o t e City; THEN, THEREFORE BE IT RESOLVED That the expense of fire and police protection in the Police Jurisdiction of the City of Fairhope, Alabama, did exceed the revenue from business licenses issued to locations in said Police Jurisdiction. No. 246-88 follows on next page.) 25 January 1988 911 = I RESOLUTION N0. 246-88 WHEREAS, pursuant to Sections 11-47-150 through 11-47-155, Code of Alabama 1975, there has been filed with the governing body of the City of Fairhope, Alabama, a petition requesting permission to destroy certain public records. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAIRHOPE, ALAIW1A, AS FOLLOWS: 1. There is hereby ordered a hearing to be held on the question of whether or not the following records shall be authorized to be destroyed: Required Period of Date of Records Record Retention to be destroyed Utilities Billing.Records $ Accounts Receivable 10 years 9-30-77 Meter Reading Books 10 years 9-30-77 Paid Utility Stubs After audit 9-30-85* *we will retain 2 years. The hearing ordered herein shall be held on Monday, 14 March 1988, at 5:30 p.m., in the Council Chamber of the Fairhope Municipal Complex, 161 North Section Street, Fairhope, Alabama. 3. The City Clerk is hereby directed to publish notice of the hearing herein ordered once a week for two consecutive weeks in a newspaper of general circulation in the municipality, the first of which notices shall be published at least twenty (20) days before the date of the hearing. 4. The City Clerk is hereby further directed to mail a copy of the notice by certified mail to the State Director of Archives and History in Montgomery at least twenty (20) days before the date of the hearing. ADOPTED 'MIS,25th DAY OF JXAMY, 1988. f - ies LY,Mayor- 0 L 25 January 1988 912_.: Council discussed a letter, signed by Mr. John Champion of Baldwin County Federal Savings Bank, Mr. Angelo Allegri, and Mr. A. N. Peddy, requesting how the Council might view a petition to vacate that unused portion of Michigan Avenue that abuts their property. After discussion, Councilman White moved that these property owners be notified that the Council would not favorably entertain such a petition just at this time due to the projected widening of Greeno Road. Seconded by Councilwoman Puckett, motion passed unanimously. Councilman White advised that the American LaFrance Aero-Lift Bucket Fire Truck had to have an engine replaced. Investigation of this replacement shows the cost of installing a new engine will cost between $23,000to $44,000. There is available a used gasoline engine from American LaFrance for $3,S00 which they will install for another $3,000. Councilman White moved to declare this engine replacement an emergency, and have American LaFrance install the used engine, as time is of the essence in this situation. Seconded by Councilman Shull, motion passed unanimously. Councilman Ford moved to hear the following items not on the Agenda. Seconded by Councilman Shull, motion passed unanimously: Councilman White said the local police had been using information provided by the Mobile County Crimestoppers Program for some time as have other Baldwin County police agencies. There is a local drive on to invest some $10,000 in this program with the funds to be earmarked for use in and by Baldwin County. The Baldwin County Commission has pledged $500 and the Town of Gulf Shores has pledged $2,000. Councilman White moved that the City invest $1,000, provided there is no legal restriction against such an investment. Seconded by Councilman Shull, motion passed unanimously. Mayor Nix reported that he and several other Baldwin County Mayors had recently attended a Baldwin County Commission meeting and had requested that no town or city in Baldwin County be redistricted into more than one district. After discussion, Councilman Ford moved that a resolution be sent to the Commission and to the Baldwin County School Board requesting that no city, and in particular, Fairhope, be in more than one district.
