HomeMy WebLinkAbout06-23-1986 Regular Meeting756 STATE OF ALABAMA Z COUNTY OF BALDWIN The City Council, City of Fairhope, met in regular session at 5:30, p.m., Fairhope Municipal Complex Council Chamber, 161 North Section Street, Fairhope, Alabama 36532, on Mondav 23 June 1986. Present were Mayor James P. Nix; Councilmembers Roy C. White, David E. Bishop, Michael A. Ford, and Barney L. Shull; City Attorney James Reid and City Clerk Evelyn Phillips. No one was absent. There being a quorum present, Mayor Nix called the meeting to order. Minutes of the 9 June 1986 regular session and the 13 June 1986 special session were duly approved. A petition requesting the installation of a traffic light at the intersection of Volanta Avenue acid North Section Street was reviewed. Councilman Bishop moved to authorize Electrical Supt. Norris to do a study and present cost estimates at the next regular session. Seconded by Councilman Shull, motion passed unanimously. Councilman Shull introduced an ordinance to amend Section 6.6 of the Fairhope Code of Ordinances by increasing Fish Dock Stall rentals by about 25% as recommended by the Harbor Board. In order to take immediate action, Councilman Bishop moved to suspend the rules. Seconded by Councilman Ford, motion passed unanimously by the following vote: AYE - White, Bishop, Ford, Shull, and Nix. NAY - none. Councilman Shull then moved for final adoption of Ordinance No. 770. Seconded by Councilman Bishop, motion passed unanimously by the following vote: AYE - White, Bishop, Ford, Shull, and Nix. NAY - none. A report was read on bids opened earlier this date on eighteen 25KVA Transformers for the Electric Department. Only one bid was received, from Hatfield $ Company of Mobile, on the following types of transformers: Transformer Westinghouse Ermco Central Kuhlman Maloney Cost Each Delivery $ 520.00 12-13 wks $ 548.00 8 wks $ 496.00 10-12 wks $ 553.00 16 wks $ 420.00 In stock in Mobile Councilman Bishop moved to accept the Maloneys at $420.00 each, provided all specifications are met, as recommended by Purchasing Agent Smith and Supt. Norris. Seconded by Councilman Ford, motion passed unanimously. 23 June 1986 757 Under old business, the Council was advised that there is no other type Alcoholic Beverage License available which allows the sale of liquor on Sundays except the Club Liquor License. This information was requested before Council took final action on the Club Liquor License application by Harry P. Johnson, dba CACTUS CAFE, 69 South Greeno Road, at the last regular session. Councilman Bishop moved to deny approval of the Club License. Seconded by Councilman Ford, motion passed unanimously. Mayor Nix announced that the fireworks display for the Fourth of July celebration will begin at 8:45 p.m. Councilman White moved to hear the following business not on the Agenda. Seconded by Councilman Ford, motion passed unanimously: Councilman Shull then read the following recommendation from the Recreation Board: "The Fairhope Recreation Board wishes to advise the Mayor and Council of their unanimous decision to discontinue to pursue the development of a first class municipal golf facility on a site that was graciously offered to be donated by members of the Corte family. This decision, by the Board, was reached after careful consideration and lengthy dis- cussions on the cost of the facility relative to construction and other obligations which have greatly exceeded budgeted funding. Therefore, it was unanimously agreed by the Board to advise the Mayor and Council of a recommendation to discontinue plans to develop a first class golf facility on the proposed site because of apparent higher cost for the project as planned. The Board further agreed to pursue other sites currently under consid- eration. However, in order to provide a conclusion for a golf facility, the Board further agreed to advise the Mayor and Council that patron funds and donations in excess of $25.00 on deposit with the Recreation Board be returned by mail effective 31 July 1986. For those patrons who reserved their status prior to the funding drive close with a check of $1,000, (they) will be reimbursed that amount plus interest for a term of one year based on the average of the interest earned. All others will be reimbursed the sum posted only. Surplus funds will be used to defray expenses experienced." Councilman Shull moved to accept and follow the Recreation Board's above recommendation. Seconded by Councilman Ford, motion passed unanimously. On a question by Councilman White, Council was advised that Consultant Fred Lewter would have a report on the water pipe corrosion problem by the next regular session. Meeting was duly adjourned. /V.
