The City Council, City of Fairhope, Alabama, met in.regular
session at 5:301, p.m., Fairhope Municipal Complex Council
Chamber, 161 North Section Street, Fairhope, Alabama 36532,
on Monday. 24 March 1986.
Present were Mayor James P. Nix; Councilmembers Roy C.
White, Trisha Lo Porto, David E. Bishop, Michael A. Ford, and
Barney L. Shull; City Attorney James Reid and City Clerk
Evelyn Phillips. No one was absent.
There being a quorum present, Mayor Nix called the meeting
to order. Minutes of the 13 March 1986 regular session were
duly approved.
A public hearing was held on the request of property owners
Jessie D. Davis, Ethel Davis Winberg, and Ora Lee -Sweet, to
name a partially paved, privately owned, drive "Davis Lane".
After reviewing information provided by Building Official Bob
Lunsford, Councilman White moved to name a portion of the drive
"Weaver Court" and the remainder "Davis Lane". No one present spoke
in opposition to, or in favor of, this decision. Seconded by
Councilwoman Lo Porto, motion passed unanimously.
Councilman Ford reported on his, Councilman White's, and
Councilman Shull's, visit to the George Wright property on
Fels Avenue as requested at the last regular session. Council-
man Ford said it was their recommendation that Mr. Wright
build up the area in front of his home to the same level as
his brick -work and flower bed, using grass sod, not just sand
and/or gravel. Mr. Wright was present and and said he felt
this was reasonable and could be done. So moved by Councilman
Ford, with the reservation that, should the City pave a
sidewalk in front of the property, the work would have to be
removed from the right-of-way. Mr. Wright said he will be
happy to rip it all out in favor of a sidewalk. Motion seconded
by Councilman Shull and passed unanimously.
Council reviewed an application for a Restaurant Liquor
License by Marvin J. Backus, dba COACH-N-FOUR, located at
199 Baldwin Square. No one present was opposed to the license
and there was police approval. Councilman Shull moved to
approve the application. Seconded by Councilman Ford, motion
passed unanimously.
Councilman Shull introduced, and moved for the adoption of,
the following Resolution. Seconded by Councilman Bishop,
'motion passed unanimously:

RESOLUTION NO. 182-86
BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF
FAIRHOPE, ALABAMA, as follows:
SECTION 1. That the Mayor is hereby authorized to
execute an Agreement between the City of Fairhope,
Alabama, and:

dated this date, pertaining to the intention of the
City to construct an eighteen -hole Golf Course
including an automatic sprinkler system.
SECTION 2. This resolution shall become effective
immediately upon its due adoption.

Councilman Bishop introduced, and moved for the adoption
of, .the following Resolution. Seconded by Councilwoman Lo
Porto, motion passed unanimously:
RESOLUTION NO. 183-86
BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF
FAIRHOPE, ALABAMA, that City Water & Sewer Department
Employee HORACE WATKINS, SS #424-09-4320, who will
reach the age of 70 years on 22 June 1986, is hereby
given our approval to continue his employment past
the State Retirement Sjystem's mandatory retirement
age of 70 years.
BE IT FURTHER RESOLVED that the Retirement System
be sent a copy of this resolution as written notice
of said approval of continued employment by the City
of Fairhope, Alabama.

Councilwoman Lo Porto moved to appoint the following
Fairhope residents to the Fairhope Downtown Redevelopment
Authority, for the terms shown, to be effective upon the
completion of the Authority's incorporation. Seconded by
Councilman White, motion passed unanimously:

by the Purchasing Department on 21 March 1986 as advertised:

Councilman Shull moved to accept the MUD CAT bid, provided

Councilwoman Lo Porto moved to accept low bid from Southern
Ready Mix Company on a Trial Basis since past experience with
the company was not good, with the provision that bid will go
to next lowest bidder, Reynolds Brothers, if Southern's ser-
vice does not -improve. Seconded by Councilman Shull, motion
passed unanimously.

Councilwoman Lo Porto moved to accept the low bid from Steber
Chevrolet, provided all specifications are met. Seconded
by Councilman Bishop, motion passed unanimously.
Mayor Nix announced that he and the Council had received
a letter from two locksmiths, Mr. O'Shall and Mr. Baker, which
had been printed in the EASTERN SHORE COURIER, to the effect
that these men would not aid people in Fairhope who lock their
keys in their cars so long as the Fairhope Police continued
to help such people. Mayor Nix read another letter, from
Mr. Dick Nordstrum, another locksmith, which stated he would
respond to such calls.
Councilman Shull announced that the Municipal Golf Course
plans were nearing completion, with an agreement between the
landowners and the City close to finalization. He said there
would be a public meeting on Thursday at the Civic Center to
advise all interested parties of current status. Mayor Nix
announced that,sometime within the next 60-80 days, a public
hearing would be held for the purpose of receiving public input
and providing full information onj the Golf Course.
Meeting was duly adjourned.
