HomeMy WebLinkAbout11-11-1985 Regular Meeting700 STATE OF ALABAMA X COUNTY OF BALDWIN The City Council, City of Fairhope, met in regular session at 5:30, p.m., Fairhope Municipal Complex Council Chamber, 161 North Section Street, Fairhope, Alabama 36532, on Monday. 11 November 1985. Present were Mayor James P. Nix; Councilmembers Roy C. White, Trisha Nelson, David E. Bishop, Michael A. Ford, and Barney L. Shull; City Attorney James Reid and City Clerk Evelyn Phillips. No one was absent. There being a Quorum present, Mayor Nix called the meeting to order. Minutes of the 28 October regular session and the 5 November special session were duly approved. Council reviewed a Restaurant Liquor License application by Harry P. Johnson, dba WINSLOW'S CAFE, presently located on Greeno Road. Mr. Johnson plans to move Winslow's Cafe to Fairhope Avenue where the Hearthstone Restaurant was located. The Greeno Road location will be renamed and will operate under -his present license through the end of 1985. Councilwoman Nelson moved to approve the application. Seconded by Councilman Shull, motion passed unanimously. There was police approval and no one pre- sent was opposed to the license. Councilman White introduced an ordinance to be known as the Coastal Protection Ordinance. The Alabama Department of Environ- mental Management asked that this ordinance be adopted. It sets out the regulations for the issuance of developmental permits to be issued on specified "coastal" (flood plain) areas. The Council will take final action at the next regular session. The following bids were opened on November 8th'by Purchasing Agent Wayne Smith and Street Superintendent Tim Kant: For a 72" Diesel 3-way Rotary Mower with Grass Catcher HGH Turf Supply, Birmingham $14,602.50 Tieco, Inc., Pensacola $16,485.00 Gulf Shores Turf Supply, Pensacola $ 9,550.00* *No Grass Catcher Mr. Smith and Mr. Kant recommended acceptance of the HGH Turf Supply Company bid, the lowest bid that meets specifications. So moved by Councilman Bishop. Seconded by Councilman Shull, motion passed unanimously. Councilwoman Nelson introduced, and moved for the adoption of, the following Resolution. Seconded by Councilman Ford, motion passed unanimously: 11 November 1985 701 RESOLUTION NO. 170-85 WHEREAS, a cost underrun in the Community Develop- ment Block Grant Project #L-SP-PF-84-034 is anticipated and additional drainage improvement work in the same project area would benefit the project as a whole; then BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF FAIRHOPE, ALABAMA, that the budget be locally amended to allow for a continuation of the drainage improvement project in the same project area; and BE IT FURTHER RESOLVED that the budget be amended to reflect an increase in the Administrative Contract of $2,000.00 to provide additional administrative services and technical assistance which are needed as a result of the extended project. ADOPTED THIS llth DAY OF NOVEMBER, 1985. 499air- City Perk Councilwoman Nelson nominated Mr. Paul Ring for a 3-year term (reappointment) on the Organic School Board. There being no other nominations, Councilman Shull moved the nominations be closed and Mr. Ring reappointed. Seconded by Councilman White, motion passed unanimously. Councilwoman Nelson moved to change the December 9th regular session to December 16th; and introduced, and moved for the 11. November 1985 702 adoption of, the following Holidays Resolution which will allow an additional 1 and 1/2 holidays for City personnel. Seconded by Councilman Shull, motion passed unanimously: RESOLUTION NO. 171-85 BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF FAIRHOPE, ALABAMA, That the following Holidays will be observed in 1985 by all City Personnel except emergency employees: THANKSGIVING - Thursday & Friday, Nov. 28 $ 29 CHRISTMAS - 1 day on Tuesday, December 24th 1 day on Wednesday, December 25th ADOPTED THIS 11th DAY OF NOVEMBER, 1985. V /J• 11 Councilman White reported that approximately 1,000 kids enjoyed the Halloween Party at the Police Station on October 31st. He also mentioned that the December issue of GREATER MOBILE magazine features City employee Chester Akins on its front cover. Councilman Shull reported on plans for the dredging to be done at the Municipal Pier and Beach area. After some discussion, Councilman Shull moved to apply for certain permits needed from the US Corps of Engineers. Seconded by Councilman White, motion passed unanimously.
