HomeMy WebLinkAbout09-23-1985 Regular Meeting•:: STATE OF ALABAMA X COUNTY OF BALDWIN Z The City Council, City of Fairhope, met in regular session at 5:30, p.m., Fairhope Municipal Complex Council Chamber, 161 North Section Street, Fairhope, Alabama 36532, on Monday, 23 September 1985. Present were Mayor James P. Nix; Councilmembers Roy C. White, Trisha Nelson, Michael A. Ford, and Barney L. Shull; City Attorney James Reid and City Clerk Evelyn Phillips. Councilman David E. Bishop was absent. There being a quorum present, Mayor Nix called the meeting to order. Minutes of the 9 September 1985 regular session and minutes of the 12 September 1985 special session were duly approved. A public hearing was held as advertised on the use of General Revenue Sharing funds. The proposed 1985-1986 General Fund budget, estimated at 9/9/85, shows the use of the GRS funds will be toward the Fairhope Public Library appropriation: Total GRS Fund Use Police $ Fire 607.9000 -0- Streets & Sanitation 738,000 -0- Public Library 88,000 44,000 Other Agencies & Appropriations 20,000 -0- Administration 375.9000 -0- Debt Service 262,000 -0- No one present was opposed to this use of the Revenue Sharing Funds. Councilman Shull moved to authorize Mayor Nix to negotiate with Sam Pfeister & Associates on the purchase of natural gas from their Ella Little Well on South Greeno Road. Seconded by Councilman White, motion passed unanimously. The following bids on up -dating of the Morphy Street Elect- rical substation were opened at 10:00, A.M., September 23rd, as advertised, by Supt. Norris and Engineering Consultant H. S. Gardendale,Ms 1,532 Clark Corp Helena 2,100 As recommended by Mr. St. John, Councilman White moved to accept the Trio Electric bid of $78,020 on the transformer (after load - loss factor, Trio's bid equaled $168,596 while the ASEA bid of $75,355 equaled $182,996). Seconded by Councilwoman Nelson, motion passed unanimously. As recommended by Mr. St. John, Councilman White moved to accept the Brasfield Sales bid of $27,695 on the Oil Circuit Breakers. Seconded by Councilman Shull, motion passed unanimously. As recommended by Mr. St. John, Councilwoman Nelson moved to accept the Trio Electric bid of $23,100 on the Voltage Regulators. Seconded by Councilman Shull, motion passed unanimously. As recommended by Mr. St. John, Councilwoman Nelson moved to accept the Substation Enterprises bid of $1,532 on the steel. Seconded by Councilman Shull, motion passed unanimously. Councilwoman Nelson moved to hear the following business not on the Agenda. Seconded by Councilman Shull, motion passed unanimously: Councilman Ford reported that the Recreation Board would like to request bids on a tractor and use the Recreation capitol improvements fund to purchase same. Councilwoman Nelson moved to approve this request with the stipulation that the tractor must be made in the USA. Seconded by Councilman Shull, motion passed unanimously. Councilman White moved that a resolution be sent to the Baldwin County 911 Committee and our legislative representatives stating our position that 911 charges should be equalized over the County. Seconded by Councilman Shull, motion passed unanimously. A Chamber of Commerce memo was brought in by Mr. Killough which advised of possible future SCB phone charge increases of as much as $12.00 per month if the Public Service Commission approves the request by the City of Bay Minette for toll -free calls -to the Mobile area. Councilwoman Nelson moved that a reso- lution be sent to the PSC October 1st meeting stating our oppo- sition to this request by Bay Minette. Seconded by Councilman 23 September 1985 690 Ford, motion passed unanimously. Mayor Nix announced that the Eastern Shore Pathway fund is now $101383.30. Meeting was duly adjourned. .") /. �4 .
