HomeMy WebLinkAbout08-26-1985 Regular Meeting•:1 STATE OF ALABAMA COUNTY OF BALDWIN X The City Council, City of Fairhope, met in regular session at 5:30, P.M., Fairhope Municipal Complex Council Chamber, 161 North Section Street, Fairhope, Alabama 36532, on Monday, 26 August 1985. Present were Mayor James P. Nix; Councilmembers Roy C. White, Trisha Nelson, David E. Bishop, Michael A. Ford, and Barney L. Shull; City Attorney James Reid and City Clerk Evelyn Phillips. No one was absent. There being a quorum present, Mayor Nix called the meeting to order. Minutes of the 12 August 1985 regular session were duly approved. Councilwoman Nelson moved for final adoption of Ordinance No. 757, an ordinance prohibiting parking of "campaign" vehicles in tTie Municipal Complex parking area on Election Days, and the parking of vehicles "For Sale" at the Complex or upon any City park land. Seconded by Councilman Ford, motion passed unanimously. Councilman White introduced an ordinance to amend Section 12-10 of the City of Fairhope Code of Ordinances by the addition of specifications to authorize the zoning enforcement officer to clear unsafe and unsightly areas of accumulations of refuse and weeds at the owner's expense. This ordinance will be con- sidered for final adoption at the next regular Council session. Attorney Dan Benton came before Council representing him- self and other property owners along Mobile Bay to discuss a proposed condominium & marina development at the end of Volanta Avenue. After some discussion, Councilman White moved that the US Corps of Engineers be contacted and a public hearing on this matter be requested so these property owners can have an oppor- tunity to express their views in regard to this marina; and, if possible, request that the hearing be held in Fairhope. Seconded by Councilman Bishop, motion passed unanimously. Mr. Claude Arnold, engineer, came before Council to discuss the Schug property on Nichols Avenue. Mr. Schug wants to develop his property but the City water tower next to him has a water* runoff (overflow) in an open ditch next to the area Mr. Schug plans to develop. Councilman White was asked to meet with City Water Superintendent Mike Rejczyk to discuss what might be done to help Mr. Schug, and to report his findings to Council as soon as possible. Councilman Shull moved to authorize City Attorny Jim Reid to begin legal proceedings toward obtaining a Court Order to 26 August 1985 - remove two unsafe,deserted buildings; one at 61 Mershon and one at 304 Morphy Avenue. Seconded by Councilman White, motion passed unanimously. Councilman Shull reported on a beach enrichment program. In order to solve beach erosion problems, Councilman Shull said continuous maintenance of the beach and Bay area is essential. The Municipal Pier Marina has not been dredged for a number of years,and this should be done yearly, if not every six months. Councilman Shull said his investigations show it would cost about $85,000 to have the Pier area dredged, or about $265,000 for the 22-mile total beach front area, by a contractor. If the city wants to purchase a dredge and do the work, a new dredge would cost about $125,000; a used one, about $60,000. Councilman Shull said he believed the City could construct its own 10" dredge, designed by Shull and another engineer, for about $25,000. (His services at no charge.) Councilman Shull moved that he be authorized to proceed with plans and Quotes on necessary equipment. Seconded by Councilman Bishop, motion passed unanimously. Councilman Bishop moved to authorize bid requests on additional equipment needed to up -date the Morphy Avenue Electrical Sub - Station. Seconded by Councilwoman Nelson, motion passed unanimously. The Greeno Masonic Lodge requested in writing that the street on which their Lodge is located, from South Section Street west to the parking lot, be named MASONIC DRIVE. Councilman Bishop so moved. Seconded by Councilman Shull, motion passed unanimously. Councilwoman Nelson moved to write off as Bad Debts the following miscellaneous accounts receivable, due to their age and uncollec- tibility,as requested by City Bookkeeper Florence Grimes. Seconded by Councilman Ford, motion passed unanimously. Mayor Nix advised.that the City of Silverhill has asked the City of Fairhope to participate in their Heritage Day Parade on September 22nd. After some discussion, Council decided to leave this up to the Mayor's discretion. Mayor Nix presented the results of the Public Opinion Survey sent out to all citizens several months ago: YES Mn 1. Are you pleased with beautification program? 99% 1% 11. Are you in favor of the City subsidizing a privately -owned ambulance service? 31% 69% The council discussed the new County 911 service. A charge of 5% of the monthly service amount charged by South Central Bell is being added to Baldwin County SCB subscriber's phone bills be- ginning this month. This service is not scheduled to be available until late 1986. Mayor Nix pointed out that, since the Baldwin County Commission voted to apply the full 5%, the eastern part of the county (on SCB) is being asked to pay three times as much as the western part of the county (on Gulf Telephone System). The charge to each SCB subscriber is about $1.00 and up a month while the Gulf Telephone - charge-,-_._ is only about $.35. Th---charge on business lines is much, much higher each month. After some discussion, Councilman White moved to authorize the Mayor to contact the Baldwin County 911 Committee, the County Commissioners, and our legislative representatives to see if some adjustment of this inequity can be worked out.
