HomeMy WebLinkAbout07-26-1982 Regular Meeting391 STATE OF ALABAMA COUNTY OF BALDWIN The City Council, City of Fairhope, met in regular session at 5:30 p.m. at the City Administration Building, 387 Fairhope Avenue, Fairhope, Alabama on Monday, 26 July 1982. Present were Mayor.James P. Nix; Councilmembers Sam E.- Box, Trisha Nelson, Roy C. White, C.O. McCawley, and -David Ed Bishop; City Attorney Jim Reid and City Clerk Evelyn Phillips. Minutes of the 12 July 1982 regular session were duly approved. Councilman White moved to advertise a Public Hearing on the Frederick Crane leasehold of Fairhope Single Tax Corporation property rezoning request. Seconded by Councilman Box, motion passed unan- imotisly. Airport Board Chairman Donald Coogan made a request for Council Approval on a lease between the City through the Airport Board with AMMEX Petroleum and Circle Seven Production Co of Texas for exploration tests. The lease would be for 120 days, for approximately 120 acres of airport land, at a fee of $10.00 per acre plus $10.00 per test shot made. If the tests are favorable, the lease converts to a 3-year lease at an additional $100.00 per acre fee. The revenues would be placed in the Airport Board fund. After some discussion, Councilwoman Nelson moved to table the request for study. Seconded by Councilman Bishop, motion failed by the following AYE -Nelson, Bishop. NAY -Box, McCawley and White. Councilman McCawley then moved to authorize the Mayor to execute the lease, with an addendum to be prepared by the City Attorney protecting airport operations. Seconded by Council- man Box, motion carried by the following vote: AYE-McCawley, Box, White. NAY - Nelson, Bishop. Mayor Nix reported that Mr. Charlie Irons, representing Thomas'Hospital, had contacted him with a request that the City change the name of Grand Boulevard, which runs south from Fairhope Avenue into the Hospital entrance to Hospital Drive. Councilman White moved that action be delayed for public input so that residents of Grand Boulevard can be given a chance to express their feelings about the change and set the first regular session in September for this public meeting. Seconded by Councilwoman Nelson, motion passed unanimously. Councilwoman Nelson moved to hold the Grand Opening and Ded- ication Ceremony for the Fairhope Municipal Civic Center Complex on Sunday, September 5, 1982, at 2:00 p.m. Seconded by Council- man Box, motion passed unanimously. Councilwoman Nelson also reported that the Grand Gala Evening which she is coordinating with Mr. Tom Pocase, using local talent, is tentatively set for late September. 7/26/82 392 c. Councilman White moved tb hear Mr. Michael Zoghby not on the Agenda. Seconded by Councilwoman Nelson, motion passed unanimously: Mr. Zoghby explained that he felt the City should reconsider making some change at the Municipal Pier to make it safer for small children. Mr. Zoghby suggested another rail be added which he said could be purchased for approximately $1500.00. Members of the Council and General Superintendent Rutherford explained again to Mr. Zoghby that they agreed that no price would be too high to safeguard children but the pier is already as safe as such structures can reasonably be made. Councilman Box moved to hear the following business not on the Agenda. Seconded by Councilman White, motion passed unanimously: Councilman Bishop moved tha Council session, that each regul Opening Prayer, and that the loc asked to provide a chaplain for purpose.
