HomeMy WebLinkAbout07-12-1982 Regular MeetingSTATE OF ALABAMA COUNTY OF BALDWIN The City Council, City of Fairhope, met in regular session at 5:30 p.m., City Administration Building, 387 Fairhope Avenue Fairhope, Ala, on Monday, 12 July 1982 Present were Mayor James P. Nix; Councilmembers Roy C. White, Trisha Nelson, Sam E.. Box, and C.O. McCawley; City Attorney Jim Reid and City Clerk Evelyn Phillips. Absent was Councilman David Ed Bishop who was out of town. Minutes of the 28 June regular session and the 30 June special session were duly approved. Mayor Nix presented a Resolution of -Appreciation to a dele- gation from Central Bank of the South for their $4,000 donation to cover the fireworks cost during the Fourth of July Celebration. Text of this Resolution is attached to the June 14th minutes of this Council. An award was also presented to Bill Milham for his considerable assistance in organizaing and working with Chair- man C.O. McCawley on the celebration. Councilman McCawley reported to council on a very successful Fourth, explaining that all his Thank You's would be published in the next issue of the Courier, and saying that some $2,000 over expenses had been collected from donations and booth rentals which would be placed in the General Fund to cEfset some of the expense of police overtime and beach clean-up time. Everyone agreed this was one of the best celebrations ever. Council discussed the following Board positions and made the following appointments: Councilman Box moved to reappoint Mr. Dick Sanderson and Mrs. Cindy McBrearty, each for 6-year terms, to the Planning & Zoning Commission. Seconded by Councilman McCawley, motion passed unanimously. Councilman McCawley moved to reappoint Mr. Jim Gaston, 2-year term to the Airport Board. Seconded by Councilman Box, motion passed unanimously. Councilman Box moved to reappoint Mr. Hoyt Greenbury and Mr. Charles Carpenter, each for 2-year terms to the Harbor Board. Seconded by Councilwoman Nelson, motion passed unanimously. Councilman Box advised Council of increases coming up in the Gas Department; one increase having occurred already in January, one on the 1st of July and a third one due the lst of October. These in- creases total approximately 31%, Councilman Box introduced Ordinance No. 700, an Ordinance to establish new Gas Rates for all customers of the Fairhope Gas system, to be effective on the July 20th billing cycle. In order to take 7/12/82 390 action on this Ordinance at this time, Councilman McCawley moved to suspend the rules. Seconded by Councilman White, motion passed unanimously by the following vote: AYE - Box, McCawley, White, Nelson, and Nix. NAY - none. Councilman Box then moved for final adoption of ORDINANCE No. 700. Seconded by Councilman McCawley, motion passed unanimously by the following vote: AYE - Box, McCawley, White, Nelson, and Nix. NAY - none. Council discussed the Municipal Civic Center Complex now under construction. Councilman White introduced, and moved for the adoption of, Resolution No. 44-82. A Resolution setting forth the Rules and Regulations. for the operation of the Complex. Sec- onded by Councilman Box, motion passed unanimously. The weekend of September 4th and 5th was discussed as a possible opening date for the Civic Center,Council Chamber(Court), and Delchamps Suite. the section now under construction. The following bids were reported to the Council, opened 7/6/82, on Floor Tile for various specified areas in the Civic Center complex: Barnes Carpets $2,575 Pensacola, Fla Mobile Rug & Shade Col 2,990 Mobile, Al Fairhope Floor Covering 3,395 Fairhope, Al. Councilman Box moved to accept the low bid, provided all speci- fications'are met. Seconded by Councilman White, motion passed unanimously. Councilman White moved to pay bills as presented. Seconded by Councilwoman Nelson, motion passed unanimously. Nine members of the 10-man Volunteer Reserve Police Force were present and recognized by the Mayor and Council for their outstanding contribution since they were organized in 1980. Spokesman Bobby Green explained they had spent a number of hours assisting the Police Force, they were a.volunteer, unpaid organization, and had saved the City approximately $20,000.00 Meeting was duly adjourned.
