HomeMy WebLinkAbout06-28-1982 Regular Meeting385 STATE OF ALABAMA I COUNTY OF BALDWIN i The City Council, City of Fairhope, met in regular session at 5:30 p.m., City Administration Building, 387 Fairhope Avenue, Fairhope, Alabama 36532 on Monday, June 28, 1982. Present were Mayor James P. Nix; Councilmembers C.O. McCawley, Sam E. Box, Roy C. White, and.David Ed Bishop; City Attorney Jim Reid and City Clerk Evelyn Phillips. Councilwoman Trisha Nelson arrived as indicated below. Mayor Nix declared a quorum and called the meeting to order. On the question for approval of June 14th minutes, Councilman White requested that the paragraph regarding the Volunteer Fire Department be changed to read "furnish a com- plete Fire Alarm System" instead of "donate a complete Fire Alarm System". Minutes were duly approved with this correction. Councilman Box moved for final adoption of Ordinance No. 699, an ordinance to amend the Zoning Ordinance changing a parcel of land on Young and Middle Streets from R-2, Low Den- sity Single Family Residential, to B-1, Local Shopping District. Seconded by Councilman Bishop, motion passed unanimously. Councilwoman Trisha Nelson arrived. Councilman White reported on the investigation of Mr. Franz Cornelius' request for placing a bike rack in two parking spaces in front of his business establishment, Prime Time Games, on South Section Street. Councilman White reported that adequate parking space was available on north side of the building in the alley, lighting was adequate, and a supply room in the rear of building also could be used. Mr. Cornelius was present and advised Council that the supply room was being used for bike parking, but alley traffic was a hazard. Councilwoman Nelson suggested signs be placed to warn traffic using alley of the bike traffic. Building Official Bob Lunsford and Superintendent Phil Ruther- ford reported they could recommend no changes should be made at the Municipal Pier since the present handrail arrangement was based on present engineering recommendations, was identical to rails on State pier at Gulf Shores State Park, and other piers many of which have no rails at all, and also, an additional rail or chain -link fencing would cost approximately $4500. They recommended the present rail remain as is because it is no more of a safety hazard than any other structure of its type. 6/28/82 _ — — 386 Councilman McCawley moved to observe City Holiday(July 4th) on Monday, July 5th, this year. Seconded by Councilman Box, motion passed unanimously. Councilman Bishop introduced, and moved for the adoption, the following Resolution. Seconded by Councilman Box, motion passed unanimously: Resolution No. 43-82 BE IT RESOLVED By the Governing Body of the City of Fairhope that certain commercial accounts now required to make utility deposits in excess of Two Hundred Dollars($200.00) in cash or by restricted savings account may be allowed to secure said utility deposits by the purchase of a bond, in an amount approximately three(3) times estimated highest monthly usage charge, from a reputable Bonding Company or Agency. Said Bond to remain in full force and effect as long as account is active and until closed account is paid in full. Any charges connected with the securing, obtaining, renewing, or up -dating of this bond to be the full responsibility of the Customer. Adopted this 28th Day of June, '1982. Seconded by Councilwoman Nelson, motion passed unan- imously: Councilman White said he wished to donate a park bench to the City, and he will install it himself near the top of the beach steps on North Bayview.
